Dear University of Exeter,
Student ‘opt-in’ or ‘consent at registration’ was a hot topic in 2018. Essentially it involves lowering the bar at which parents or nominated others could be contacted by a university, when there are serious concerns that something bad might happen to an enrolled student, and/or where their health or wellbeing could be affected. The opt-in consent at registration would apply in circumstances that are not necessarily emergencies, and/or where there is no imminent threat to a student’s vital interests. Having an emergency contact procedure, that has been extended to cover students who had gone missing, with no specific policy or provision for the lower threshold of serious concerns, would not qualify as ‘opt-in’.
It is quite unthinkable that such an important policy would not have been implemented at your institution. Please provide me with the following more detailed information:
• How many students opted-in for each of the academic periods
2018-19,
2019-20
2020-21?
Please provide the above information according to year of study: 1st year, 2nd year, 3rd year.
For each period and cohort sub-division:
• How many students subsequently rescinded their consent?
• How many times was the opt-in consent used to contact somebody?

Due to the exceptional circumstances caused by current global events there

The data you provide to allow us to process your request is collected so
that you are able to exercise your lawful rights under the Freedom of
Information Act. Your personal data will be held by the Information
Governance Office and shared with relevant staff as necessary.

 

Once a request has been completed, the relevant data will be held by the
Information Governance Office for three years in line with ICO guidance,
this is to ensure the University has fully carried out its requirements
under the legislation.

The University should respond to your FOI request as soon as possible and
no later than twenty working days after the date of receipt of the
request. Should The University be required to undertake a public interest
test relating to the potential application of a qualified exemption we may
extend the time frame by up to twenty additional days. Please be aware
that our response time takes into account the workloads of the Information
Governance Office and relevant data owners and will therefore not always
correlate with the complexity of the request. Should The University seek
clarification any resulting time spent awaiting communication will not be
counted against that time limit.

I am writing to request an internal review of University of Exeter's handling of my FOI request 'Statistics of number of parents / nominated persons contacted by university regarding student mental wellbeing.'.

My first question was:

"How many students opted-in for each of the academic periods 2018-19, 2019-20 2020-21?"

In reply to a previous FOI request you answered “yes” to the following question: “Do you have an opt-in scheme to gain consent at registration from new or returning students in the event of the University having serious concerns about that student’s health, physical or mental?”

Are you now saying that you have not implemented "opt-in", contrary to what was previously stated, or are you now saying that you did implement "opt-in" but do not monitor how many new or returning students sign up for that scheme at registration? In the latter case, please supply any other measures of how successful your implementation of "opt-in" has been for each of the periods in question.

I did not understand your answer. I asked about student preferences for signing up to a particular option at registration. I am dissatisfied with your response. Please conduct a review of your decision.
