I refer to your request for information dated 20 September 2016. Our reference is FOI 2016-0803.

We estimate that in the region of 25,000 separate documents will need to be look at. We have come to this estimate on the following basis:

The Council looked at the email accounts of two typical members of the authorities staff who were likely to send and receive information about Eday School. A search was done of emails that contained both the words ‘Eday’ and ‘School’ and both had over 40 messages. A search was not carried out of other files so this is only a portion of the documents that would need to examined to see if they were relevant.

There are 134 members of staff who sent and received information about the School, so assuming an average of 40 each: 40 x 134 = 5,360.

The Council have assumed that it will take an average of 5 minutes to check each document to identify if the document was relevant to your request any information which could not be released. This would mainly be personal information so 5,360 x 5 minutes = 447 hours, or just over three and a half hours per member of staff.

When calculating the cost of retrieving the information, the Council can take into account the hourly rate paid for staff up to a maximum of £15 per hour. Four members of staff are paid £12.43 per hour, four members of staff are paid £13.34, three are paid £14.71 and the remaining 123 are paid £15.00 or more.

The cost is therefore:

3.5 hours x 4 people @ £12.34 per hour = £172.76
Plus
3.5 hours x 4 people @ £13.34 per hour = £186.76
Plus
3.5 hours x 3 people @ £14.71 per hour = £154.46

Plus 3.5 hours x 123 people @ £15 per hour = £6,457.50

TOTAL = £6,971.48

This is only an estimate, even if it is drastically wrong, the figure would be well over the £600 limit.

Although we cannot provide you with an exact answer to your response we would estimate that there are between 5000 and 10,000 documents that relate to your request.
