Statistics - Mistakes / Irregularities of Data Handling and Processing.

Response to this request is long overdue. By law, under all circumstances, Humberside Police should have responded by now (details). You can complain by requesting an internal review.

Dear Humberside Police,

Please can you provide me with the statistic of mistakes and irregularities realised by the force relating to data handling and processing, during the period 1st October 2016 to 30th November 2016.

In a recent FOI response from Sian Boynton it was claimed there had been 2877 complaints made in 5 years to Professional Standards.

This would average 575 complaints per year and 96 for the two month period requested.

Under section 12 "The Act"
1 (1) - each request is allotted 1080 minutes.
1080/96 = 11.27 minutes.

I understand that 11.27mins is within the parameters to manually assess each complaint and should therefore be compliant with this request.

Thank you for your response, disappointingly, it took 48 working days for you not to answer the request in the manner it was originally asked.
My original request was to know the "Statistics of mistakes and irregularities realised by the force relating to data handling and processing" during the period 1st October 2016 - 30th November 2016.

However, you have responded to "where mistakes and irregularities were realised by the force" which is not the original question asked.
I require to know the "statistic of mistakes and irregularities realised by the force relating to data handling and processing" not the "where."

I had calculated the the permitted time allotted to be compliant with my request.

It is also public knowledge that on the 5th October 2016 notification to the ICO by Humberside Police was made regarding missing evidence of an alleged rape . ICO case reference: COM0649315.
This mistake of information data/ handling should be a realised statistic by Professional Standards, therefore, should have been evident in your response to me.

I am also aware that a LOG REF:191 created on the 5th and 6th October 2016 was grossly misinterpreted and then incorrectly classified.
There has already been an internal investigation into this matter, this should also have been a statistic known to Professional Standards Branch.
This in mind, I will ask again regarding the statistics that have been realised during the time period of 1st October 2016 - 30th November 2016.

Good morning,

Thank you for your email.

It was my finding that the 'statistics' requested are not held, and to respond would require the creating of new data, which is not a requirement under Freedom of Information Act. However, this would also fall under s.12.

I had liaised with Professional Standards who advised that in the event a mistake had been 'realised' by the Force, it would be unlikely to have come to them as a complaint as it would have been dealt with.

If you require an internal review of my decision conducting, please advise.

Thank you for your response.

I believe you might of misinterpreted my request of the 28th March 2019, which was based on figures supplied by Sian Boynton in an earlier request made on the 1st February 2019.

The figure supplied of complaints received by Humberside Police was then used in this request to obtain a response to my question, out of the figure of complaints made what is the statistic relevant to the time period 1st October 2016 - 30th November 2016 , regarding Mistakes / Irregularities of Data Handling and Processing, therefore , being "realised" by the Force.

The nature of a complaint is surely recorded by Professional Standards Branch to ensure that the objective of improving service is met. Chief Constable Lee Freeman has made this one of his objectives to the public in his manifesto.
This would not be creating new data, as you have implied, just supplying the figure relative to the request.
Based on data supplied by Sian Boynton the calculations were formed to be compliant with
Section 12 (1) of the Freedom of Information Act.

I will ask again that you revisit this request due to your misinterpretation.
