Statistics for the Annually replacement of Road Studs

Dear Cheshire East Council,

In brief my Company, Cyclops Road Studs Ltd has developed a device that illuminates road markings with UK, USA, CHINA & EUROPE patents granted and further patents pending globally.

I would very much appreciate information for the number of Road Studs that are replaced Annually in the UK within your Region? I understand that this is information that will be held on your behalf by various contractors and I have tried unsuccessfully to date to get access to the statistics I require by contacting the various manufacturers and road marking companies.

The only guide I have managed to source to Date is an online article which states that there are approx. 5oo Million Road Studs in the UK?

I have been advised to request an FOI in order to get these figures as I have been unable to get the information, I require from any of the contacts I have approached previously, and this seems to be the only option left to me

IT IS IMPERATIVE TO MY COMPANY THAT I HAVE THE CORRECT INFROMATION IN ORDER FOR ME TO BE ABLE TO FINALISE DISCUSSIONS WITH VARIOUS INVESTORS TO GET A ROUTE TO MARKET WHICH IS DEPENDENT ON THE ANNUAL REPLACEMENT FIGURES.

Thank you for your request regarding The number of Road Studs replaced in
a year..
 
Your request has been identified as falling within the scope
of Environmental Information Regulations 2004. As when responding to an
FOI request, we will send you a full response within 20 working days,
either supplying you with the information you require, or explaining to
you why we cannot supply it. However, under the EIR Act, the provision
exists to extend the response time to 40 working days, if the request is
felt to be particularly complex or voluminous. Should this be the case, we
will of course notify you in good time. 

The due date is 25 March 2019.

touch. 
 
We will either supply you with the information which has been requested,
or explain why we cannot supply it.

Environmental Information Regulations 2004
 
I am writing to ask you to narrow down your request. This is because we
have found it to be manifestly unreasonable in respect of the
Environmental Information Regulations (EIRs). The information is not
recorded centrally and officers would be required to review documents
manually in order to be able to respond. They are advising that to supply
12 months worth of data would take in excess of 36 hours - this is twice
the Appropriate Limit of 18 hours used for FOI Requests. Officers have
calculated the time as follows:
Compile site data from dayworks sheets ' 4 hours
Calculate total number of studs based on site data ' estimated 300 sites
in year @ 5 mins per site = 25 hours
Present data into interpretable format ' 1 hour
Contingency for queries forwarded to operational teams and scheme owners '
4 hours
Correspondence ' 2 hours
Regulation 12(4)(b) of the EIR can apply if the cost or burden of dealing
with a request is too great. A request can be refused on these terms. This
exception also obliges public authorities to supply advice and assistance
in order for the authority to be able to provide a response. You could
narrow down the timescale you are wanting information about. A period of 1
- 3 months would be more manageable.
 
I will not be able to take this matter further without this extra
information from you. Please let me know by 31/05/2019.
 
If I do not hear from you within the timeframe provided, I shall take it
that you do not wish to pursue this request and will consider the request
closed.
