I refer to your request for information made under the Freedom of
Information Act regarding the Local Sustainable Transport Fund (LSTF) West
Sussex Sustainable Travel Towns programme, I am able to provide you with
the following response to your questions

 

a)   the annual cost of the 'Love to Ride' scheme, across West Sussex
(with district breakdown, if possible), both for this year, and previous
years

 

The cost of providing the ‘Love to Ride’ scheme in both Horsham and
Chichester is £50,573 p.a. The contractor is Challenge for Change.

We have run the event for two consecutive years (2013/14 and 2014/15). The
total contract value is £101,146.

In addition, we have allocated prize funds of approx. £8,500 p.a.

Neither figure is broken down by district.

Prior to 2013/14, Chichester District Council funded previous Cycle
Challenges in Chichester

 

b) whether any monitoring is carried out, to establish if the 'Love to
Ride' scheme is effective in increasing cycling levels in West Sussex.

 

We have a series of cycle counters within Chichester, Crawley,
Shoreham-by-Sea and Worthing. Information from these is available from the
West Sussex traffic database which is accessible by registration at
[1]http://wstrafficdata.cdmf.info/login.aspx (for access to the cycle
counter information, this will need to be notified through the
registration process). There are no current cycle counters in place across
Horsham.

 

Further analysis of the cycle counter data is planned in association with
monitoring the impacts of the package of LSTF measures in Chichester
whilst manual video counts and permanent counts are also planned in
Horsham in association with monitoring the impacts of the LSTF programme
as a whole. It should be noted that it is difficult to isolate the effect
of general population growth and weather patterns on cycling trends from
improvements to cycling infrastructure and promotional activities.

 

Challenge for Change have produced evaluation reports of the Chichester
and Horsham Cycle Challenges held in July 2013. Please see attached
reports. These reports asked questions about changes in cycling levels and
usual travel modes to work at baseline, 3 weeks post the challenge and 3
months post the challenge. We have some concerns about the way in which
some of the analysis has been undertaken, in particular the treatment of
some sub-sets of the survey samples. We are working with Challenge for
Change to review the monitoring methodology for the 2014 survey, and we
will be using the data from 2013 Challenges and planned Challenges for
2014 as part of the wider evaluation of LSTF infrastructure and behaviour
change measures across Chichester and Horsham.

 

It should be borne in mind that the (LSTF) West Sussex Sustainable Travel
Towns programme contributes to the development of a culture of cycling,
which will take time to achieve. This programme is just one way in which
West Sussex County Council promotes and encourages cycling and ‘Love to
Ride’ is just one element of the behavioural change part of the LSTF
programme. Individual elements of the programme should not be viewed in
isolation and that, in order to build a change in culture, both the
behavioural change and infrastructure elements of the programme have a
part to play. It is therefore difficult to draw a direct causal effect
that any single project may have achieved in the overall level of cycling
across the County.

 

We anticipate that the LSTF infrastructure programme will be completed
(constructed) by the end of the current financial year.
