Statistics for FPNs for dog fouling and littering
Dear Denbighshire Council,
Please supply me with the following information under the Freedom of Information Act:
1) How many fixed penalty notices were issued for i) dog fouling & ii) littering (excluding fly-tipping) during the financial year 2011/2012?
2) How many fixed penalty notices were issued for i) dog fouling & ii) littering (excluding fly-tipping) during the financial year 2012/2013?
3) For each of the years in points 1 & 2 above, what was the aggregate value of fines actually received for i) dog fouling & ii) littering from FPNs?
4) For each of the years in points 1 & 2 above, how many prosecutions were advanced for non-payment of FPNs for i) dog fouling & ii) littering, and how many were successfully prosecuted?
5) What was the monetary value of point 4, broken down into each year.
6) How much were litter and dog fouling enforcement companies, acting on the council's behalf, whether trading as XFor or Kingdom Security, receive from the issue of FPNs and how many tickets were issued by such companies for i) 2011/2012 & ii) 2012/2013?
7) How many tickets, issued by litter and dog fouling enforcement companies working for the council, remained unpaid in i) 2011/2012 & ii) 2012/2013?

In Point 5 I was tying to ascertain how much money was collected from prosecutions for non payment of FPNs for each year requested in point 4. I'm happy to have this as a total of all prosecutions (ie, for dog fouling and littering combined) for each year.

I am writing to request an internal review of Denbighshire Council's handling of my FOI request 'Statistics for FPNs for dog fouling and littering'.
I would like to know why the FOI team are only now gathering information for my request.
They have had the full statutory time to deal with this but wrote to me for clarification on one small point two days before the deadline for a response.
Now they tell me they are effectively re-starting the process. For what reason?
It appears a classic stalling tactic on releasing the information, as they should have had the bulk of the information already to hand. In any event the information they were seeking clarification on would not have delayed the collection of other data I asked for.
I would like this dealt with in a timely manner please, as I find it most unsatisfactory and does not comply with current standards on FOI.

2011-12 - 4 cases have been processed to court (2 fouling and 2 littering)
2012-13 - 112 cases have been processed to court (4 fouling and 108 littering)
Q6. How much were litter and dog fouling enforcement companies, acting on the council's behalf, whether trading as XFor or Kingdom Security, receive from the issue of FPNs and how many tickets were issued by such companies for i) 2011/2012 & ii) 2012/2013?
A6. For each Fixed Penalty Notice issued Kingdom Security receive £45 per ticket. Denbighshire commissioned XFor, later Kingdom Security, to issue FPNs on 18th October 2012. Between that date and end of June 2013 they have issued a total of 2721 FPNs relating to environmental crime.
Q7. How many tickets, issued by litter and dog fouling enforcement companies working for the council, remained unpaid in i) 2011/2012 & ii) 2012/2013?

i) Kingdom Security only commenced 18 October 2012.
ii) 710 remain outstanding.

A5) Total fines awarded in courts, for non payment of fixed penalty notices on environmental crime, are as follows:
2011/12 - £6,595
2012/13 - £3,053
