Substance of response states: " I can neither confirm nor deny that the information you require is held by Northumbria Police as to actually determine if it is held would exceed the permitted 18 hours therefore Section 12(2) of the Freedom of Information Act would apply. This section does not oblige a public authority to comply with a request for information if the authority estimated that the cost of complying with the request would exceed the appropriate limit of 18 hours, equating to £450.00 You should consider this to be a refusal notice under Section 17 of the Act for your request. I have set out the reasons for this below. To even begin to determine if any information was held would require a manual trail of every record on every system over the last 5 years to establish if information was held relevant to the request. Due to the number of systems and the volume of information which would require review, S12(2) is relevant. Additionally, such information may be held in physical records and again such a search would be of such a size, we cannot begin to estimate how long it would take. It does not specify in what capacity that may be, so this could relate to a suspect, a victim, a witness, an enquiry recorded by an individual with that name including a serving or ex Police Officer or member of Police staff held within HR records. Due to the breadth of records covered by the request, the exemption that has been applied is Section 12 (2).
