1. How many Requests were made in Haringey for an assessment for a Statement of a child's special educational needs?

2. Of the Requests made(referred to in 1 above), how many were accepted by the Panel (with the child going on to be assessed for a possible Statement)?

3. Where the Request was accepted and assessment carried out, how many Statements were issued?

4. Of the Requests (referred to in 1 above), how many were refused?

5. In relation to the Refusals to assess, please provide a summary of what happened in those cases.

a. How many Refusals were appealed by the school or parents to the SEND Tribunal?
b. What was the outcome of each Appeal (how many were decided by the SEND Tribunal and what were the decisions? If the Appeals did not reach a full hearing, what was the outcome of each Appeal.

5.    In relation to the Refusals to assess, please provide a summary of
what happened in those cases.

 

When the Panel has found that a request for statutory assessment has not
met the criteria, parents/carers and the referrer are informed. 
Information is given as to how the criteria have not been met and any
further advice as appropriate is given.  For example, this might include
further assessments required, periods of interventions, more co-ordination
etc.  Parents/carers are also given information about Parent Partnership
Service and how to appeal to SENDIST and if mediation is recommended. 
Parents/carers are also offered a meeting with a member of the SEN Panel
to discuss the decision.

 

6.     a. How many Refusals were appealed by the school or parents to the
SEND Tribunal?

b. What was the outcome of each Appeal (how many were decided by the
Tribunal and what were the decisions? If the Appeals did not reach a full
hearing, what was the outcome of each Appeal.

           

            Schools do not have the right to appeal a decision with
SENDIST.

Dear Ms Redding,

Certain of the answers in the Response are unclear and/or inconsistent.

My first question was in relation to the number of Requests to Assess made by parents or schools. My second question was to ask how many of those Requests were accepted by the Panel. My fourth question was to ask how many of the Requests were declined.

The responses do not make sense. Your response to question No. 2 is that in 2013 and 2014, 100% of the Requests were accepted (on the basis of your anwsers to question No. 1). That cannot be correct for two reasons. Firstly, Haringey has recently declined my Request for my daughter to be assessed and I know of several other similar refusals. In addition, at question 4, I ask how many Requests to assess were declined and you give figures which are inconsistent with what you have said at No. 2. Please clarify the answers to my questions 2 and 4.

In addition, in relation to the answers given at questions 3 and 6, I assume that the information was produced/provided to you in a tabular form. This has not replicated properly in the letter. Can you please clarify the headings and numbers for each heading so that I can properly understand the information provided.
