Statement re: Draining of Gilroy Scrape - information about submission seeking removal of land from the Green Belt

The request was successful.

Dear Wirral Metropolitan Borough Council,

For the attention of David Ball, Assistant Director, Environmental Services

In the recently released Statement regarding the draining of Gilroy Scrape, point 8 states “the Council has received through its recently concluded consultation process on the Strategic Land Availability Assessment and Strategic Housing Market Assessment, a submission from an agent on behalf of a strategic land investment company seeking removal of the filed which includes the Scrape and other adjoining land from the Green Belt with a view to its future development for housing”

I have searched on line for more information regarding the submission in relation to the SLAA and SHMA. I have reviewed the Council web page:

http://www.wirral.gov.uk/planning-and-bu...

However, I am unable to find any reference to the land containing the Scrape (and the adjoining fields) either in the “Site Assessment Database – Greenfield Green Belt Sites” or any of the other databases or spreadsheets listed on your web site.

Please can you provide further information regarding the submission you have received about the land containing the Scrape. Why is this land not listed in the databases on line? Please can you confirm if the submission was received as part of “call for sites” process and on what date was the submission received?

Please can you also confirm what category (either one, two or three) was this land designated - as part of the concluded consultation process on the Strategic Land Availability Assessment and Strategic Housing Market Assessment?

Please can you provide a copy of the letter submitted by the agent on behalf of the Strategic Land Investment Company?

Yours faithfully,

K O'Rourke

Dear K O’Rourke

Thank you for your recent Freedom of Information request.  With regard to
the questions raised and highlighted, the Council’s response is set out
below.

“Please can you provide further information regarding the submission you
have received about the land containing the Scrape.”

“Why is this land not listed in the databases on line? “

Council reply – The land is not listed in the databases on line as the
submission was received in response to public consultation undertaken in
August and September 2016, which has not yet been reported and which will
not be included in the Council’s Strategic Housing Land Availability
Assessment (SHLAA) until its annual review in April 2017.

“Please can you confirm if the submission was received as part of “call
for sites” process and on what date was the submission received?”

Council reply – The submission was received on 23 September 2016, in
response to further consultation on housing needs and land supply
undertaken in August and September 2016, which can be viewed at
[1]http://www.wirral.gov.uk/planning-and-bu....

“Please can you also confirm what category (either one, two or three) was
this land designated  - as part of the concluded consultation process on
the Strategic Land Availability Assessment and Strategic Housing Market
Assessment?”

Council reply – The land has not yet been assessed and will not be
included in the Council’s Strategic Housing Land Availability Assessment
until its annual review in April 2017.  All previously undeveloped land in
the Green Belt is currently allocated to Category 3 in the SHLAA April
2016 and is not included in the assessment of future supply, as it can
only be released for development in an adopted Local Plan, following a
formal review of the Green Belt as a whole, in line with paragraph 4.3 of
the SHLAA Main Report (page 13, April 2016).

“Please can you provide a copy of the letter submitted by the agent on
behalf of the Strategic Land Investment Company?”

Council reply – A copy of the submission is attached.

Yours sincerely
