Dear Hertsmere Borough Council,
Here at Civic Voice we are campaigning to put public participation at the heart of the planning system. With this in mind:
- Can you confirm as to whether your local authority has a Statement of Community Involvement?
- Can you confirm when the authority published the Statement of Community Involvement?
- When is your next expected consultation/update?
- Do you have a publicly available link to the SCI?
- Is the local Civic Society or Civic Trust identified by the local planning authority as a Consultee (whether Statutory or Non-Statutory) in the Planning System within the Statement of Community Involvement?
Dear Sarah James
I am writing in response to your Freedom of Information request received
on 30 July 2019.
Your request has now been considered under the terms of the Freedom of
Information Act and/or Environmental Information Regulations and we are
able to respond as follows:
Your Request / Our Response:
Can you confirm as to whether your local authority has a Statement of
Our Response: Yes. Hertsmere’s current SCI is available to view here:
Can you confirm when the authority published the Statement of Community
Our Response: The current adopted SCI was published in November 2017.
When is your next expected consultation/update?
Our Response: We consulted on an update to the 2017 SCI earlier this
year. We are currently considering whether any changes to the text of the
document are required to respond to the comment s received. We expect to
ask Executive to adopt an update version of the SCI later this year
(precise date tbc)
Do you have a publicly available link to the SCI?
Our Response: See above.
Is the local Civic Society or Civic Trust identified by the local planning
authority as a Consultee (whether Statutory or Non-Statutory) in the
Planning System within the Statement of Community Involvement?
Our Response: The SCI does not make specific reference to the Civic
Trust or local Civic Societies. Appendix 1, which relates to Local Plan
consultations, only makes specific reference to organisations who are
specially referred to as statutory consultation organisations in line with
current planning regulations.
The organisations to which you refer would fall into the category of
‘general consultation organisations.’ Due to the large number of groups
and organisations within this category we do not list all these
organisations by name.
With regard to consultation on Development Management issues, our SCI does
not list out consultation bodies. It does however encourage those
interested in planning maters to sign up to the Council’s ‘News for You’
service which ensures you are sent a copy of our weekly list and can
therefore identify any proposals upon which you may wish to respond.
If you have any queries about the processing of your request then please
do not hesitate to contact me. Further information explaining the
Council's process for responding to information requests together with a
complaints/appeals procedure is available in our reception or via our
