Statement confirming the Death of "Shanghai on the Irish Sea"

Within it you will see an important news item which appeared in the highly-respected Financial Times dated 1st February 2018.

Despite the undeniable impact of such alarming news - the end of ALL Chinese involvement in the futuristic £multi-billion Wirral Waters scheme - absolutely NOTHING has appeared referring to this news in the following council-serving publications:

◾On the Wirral Council website
◾In the Wirral Globe
◾In the Liverpool Echo
◾In the Wirral View - despite its promise to address an *alleged* information deficit, being experienced by what in reality turned out to be a couple of hundred people who responded to a £25,000 *alleged* "survey".

Anyway, like Wirral Leaks, I genuinely see it as my duty to ensure that the Wirral Public are fully appraised of your incompetence and are kept informed of this catastrophic failure. I will do this via my blog www.wirralinittogether.com once I have the information I need.

To this end, please provide me with:

1. A copy of the relevant media statement / press release which is referred to within the excellent FT article above

2. The amount of public money squandered on ALL the intercontinental flights, hotel accommodation, expenses, coach journeys, including the one where Councillor Foulkes could be seen slumped "at rest", in his seat.

3. The amount of public money squandered on ALL futuristic artistic impressions of the future Wirral Waters scheme, with the city of Liverpool magically *gone* from its usual position in the background a couple of miles away,

In response Wirral Council can advise:

 

1. We hold no recorded information.  There was no media statement or
release as the comment was provided direct to the reporter over the phone.

2. This information is in the public domain, having been provided in
response to a previous FOI request – see link

3. Nil. The council has not spent any money on artist impressions of
Wirral Waters. They were all funded by the developer themselves.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Statement confirming the Death of "Shanghai on the Irish Sea"'.

You are mistaken in two areas.

In response to:

1. MEDIA STATEMENT. I believe an emailed statement was sent by Wirral Council to the Financial Times. Please check your systems more thoroughly this time and supply an unredacted copy of the relevant emailed statement in accordance with my original request. Failure to comply will result in a Section 77 approach to the ICO.

2. CHINA VISITS - THE COSTS. The full information I requested is either:

A. NOT in the public domain or;
B. In a different public location to those referred to in the link you provided.

Allow me to explain. The incomplete chart you provided to Mr Hardaker includes only one visit to China. It is common knowledge that there was more than one China visit, involving Kevin Adderley, Steve Foulkes, Emma Degg and possibly others. I seek the total costs / details for ALL visits, as explained previously. The subsequent links you provided to some pretty extensive council .pdf documents are irrelevant and do not include the word "China". You are therefore being either negligent, incompetent or obtrusive.

3. ARTISTIC IMPRESSIONS. I accept that the Peel organisation squandered unknown amounts of their own private cash on several hideous, futuristic artistic impersonations of their own personal wet dreams, and was only relieved to hear that it wasn't Wirral citizens' public money being flushed down the toilet.

I have reviewed Council's response to this question and uphold it. The comment was provided over the telephone directly to a reporter by a member of the Communications team.

I have reviewed the Council's response to this question and can add some additional information to help make this a more comprehensive answer. Please see 4 documents attached and I apologise that this information was not provided in your original response. Just to keep you abreast of developments, it appears somebody is either lying or has what could be euphemistically described as "competence issues".

Andrew Bounds, North West area journo for the Financial Times is telling me that he received an email from Wirral Council containing the crucial admission that Shanghai on the Irish Sea is now DEAD (I paraphrase). This was the brief message received BY EMAIL from the Wirral Council Press Office:

“The Council can confirm that the proposed development with Sam Wa is no longer going ahead.”

I placed an official FOI request, asking for a copy of this, but you said it didn't exist, and that the information was "passed over the phone".

Anyway, as you can see, somebody's not telling the truth. Intuitively, I imagine it is more likely to be the council - who've already made some serious howlers with this request - and who will need to double check whether they're:

A. Telling porkies or;
B. Being incompetent.

I would not want to waste any more public money if that can be avoided, so let's thrash this out with you first. Before I lodge an appeal with the ICO, please have a little look through your Press Office email records using the key words "Financial Times", "Wirral Waters" and "China". This action may enable you to discover that the email DOES exist and you made TWO foreseeable, avoidable "mistakes" when you declared TWICE that it didn't exist.

I look forward to hearing from you ASAP. If I haven't heard from you within 14 days, I will be forced to go to an ICO appeal against my better judgment, knowing that you spurned the chance of saving face and saving public money,

p.s. The total cost of the China visits was never provided was it? So you fell down on this also. But I'll drop that one. It was in the very high thousands, it dragged on for years, and it was all wasted. The ill-served Wirral Public know and appreciate this all too keenly.
