State Aid to Teesside International Airport Limited, CRN 02020423
Dear Tees Valley Combined Authority,
At a time when other airports are facing unprecedented difficulty, I’ve read with interest the announcements about the expansion of Teesside International Airport. Please can you help me understand what is going on by answering the following questions:
1. How much State Aid has been awarded to Teesside International Airport Limited since 1 November 2018?
To help me get my head around this, it would be really useful to also see the date when each State Aid been made available to the airport and for how much.
2. How much Tees Valley Combined Authority money has been invested in Teesside International Airport Limited since 1 November 2018 on a commercial basis? When has each investment been made into the airport and for how much?
3. How much public funding has been awarded to Teesside Airport Business Park and when? Please provide the business case for such investment.

that as part of the government’s response to the coronavirus statutory
deadlines for Freedom of Information requests have been temporarily
suspended. We will continue to aim to respond to your query within 20

Thank you for your correspondence. In response to your request I can now
provide the following information.
You asked:-
1. How much State Aid has been awarded to Teesside International Airport
Limited since 1 November 2018?
To help me get my head around this, it would be really useful to also see
the date when each State Aid been made available to the airport and for
how much.
2. How much Tees Valley Combined Authority money has been invested in
Teesside International Airport Limited since 1 November 2018 on a
commercial basis? When has each investment been made into the airport and
for how much?
3. How much public funding has been awarded to Teesside Airport Business
Park and when? Please provide the business case for such investment.
Our response is:-
1. No State aid Grant has been provided to TIAL since 1 November 2018.
All amounts provided to this entity by TVCA have been on a commercial
basis.
2. TVCA cabinet has approved the following commercial investment The
Business Cases supporting these are publicly available on the TVCA
website.:
a. In January 2019
i. £5m to buy
housing land
ii. £35m to
purchase the airport site and operations
iii. £34.4m of
commercial loan facilities to support operations and capital investment in
respect of a 10 year turn around plan. As at 30 November £14.7m of this
loan has been drawn down
b. In December 2019, £23.6m to fund enabling infrastructure to open up
employment land on the south side of the airport. As at 30 November
£441,000 of this loan has been drawn down.
2. No public funding has been provided to Teesside Airport Business Park.

Thank you for your correspondence received on 18^th January, 2021. In
response to your request I can now provide the following information.
You have asked:
"The response to question 3 appears to be contradicted by the airport
website."
The airport website states:
"The Tees Valley Mayor and Combined Authority previously committed to an
investment of £23.6million for the development critical infrastructure,
including connecting the site to the main utilities and provide access to
the Southside of the airport from the A67."
Our response (Ref: 53/2020) to you dated 30^th November, 2020 was:-
1. No State aid Grant has been provided to TIAL since 1
November 2018. All amounts provided to this entity by TVCA have been on a
commercial basis.
