the Environmental information Regulations.

 

Please find below the response to your request:

 

Details of the nitrogen dioxide diffusion tube monitoring undertaken for
Staple Hill, and for South Gloucestershire as a whole, can be found in the
air quality reports available on the Council’s website [1]here.

 

The [2]2013 Progress Report will be the most useful report to refer to as
it provides the monitoring data for 2012, which is currently the most
recent published data available. The annual mean nitrogen dioxide
concentrations for all the diffusion tube monitoring sites in South
Gloucestershire for the period 2008 - 2012 are included in this report
(see Table 8), along with the 2012 monthly diffusion tube data (see Table
32, Appendix C). The report also includes maps (see Appendix A) and grid
references (see Table 4) of the monitoring locations.

 

It was unclear whether the request was for monitoring data for Staple Hill
only or for South Gloucestershire as a whole. For ease of reference,
specific details of the nitrogen dioxide diffusion tube monitoring in
Staple Hill, including the annual mean nitrogen dioxide concentrations and
grid references of the monitoring locations, are contained in the attached
document. However, the above- mentioned air quality report, and earlier
reports where appropriate, should also be referred to for full details and
context.

 

The following earlier air quality reports may also be of use; The [3]2012
Updating and Screening Assessment contains 2011 monitoring data; the
[4]2010 & 2011 Progress Report contains 2009 and 2010 monitoring data and
the [5]2009 Updating and Screening Assessment contains 2008 data. These
reports contain the relevant monthly monitoring data (in Appendix C) for
the year(s) covered by the report. However, as the results of diffusion
tube monitoring are reported as annual means in accordance with Defra
Local Air Quality Management Technical Guidance (LAQM.TG(09)), these are
all contained in Table 8 of the 2013 Progress Report mentioned above.

 

The monitoring data for 2013 and 2014 is not yet publicly available but it
is anticipated the report containing this data will be published on the
Council website on the [6]air quality report webpage by the end February
2016.

I would like to request an internal review of your decision not to provide the information requested.

The reason for my request was firstly to get up to date data, and secondly to get this in a format that allows easy analysis - which the PDF format published by South Gloucestershire council does not.

My interest is primarily in the Staple Hill AQMA, but data for the whole of South Gloucestershire - and particularly Kingswood - is useful for context. I am aware of the air quality reports on the South Gloucestershire Council website covering the period to 2012. However, I would point out that this is now four years ago. The Environmental Information Regulations require that information supplied be up to date.

I note from your response that the a further report with 2014 data is planned for publication soon. Although this is welcome, the Environmental Information Regulations state that a public authority that holds environmental information shall make it available on request. I believe that South Gloucestershire Council does hold this data, and I have made a valid request.

I look forward to receiving the information requested, preferably in CSV or similar format.
