Please provide a copy of the Council's standing orders.

I note that these are referenced in the Minutes of the full Council held on 24 January 2019. It is a requirement of Section 55 of the Local Government (Democracy) (Wales) Act 2013 that documents referenced in Minutes are provided electronically. I am very surprised that the Council is setting itself on a course to repeat its previous mistakes, especially in light of the Public Services Ombudsman for Wales highly critical report.

I am writing to request an internal review of Ammanford Town Council, Carmarthenshire's handling of my FOI request 'Standing Orders'.

The document makes numerous references to an annexed Code of Conduct, per section 33:

" 33. Disorderly Conduct

a) All members must observe the Code of Conduct which was adopted by the council on 21st July 2008, a copy of which is annexed to these Standing Orders.
"
The annex is missing but ought to be an integral part of the Standing Orders I requested. Please can you provide this?

Dear Mr Morris,

Unfortunately, I have been unable to find a copy of the 2008 Code of
Conduct in the office or on any of the Ammanford Town Council computers.

Shortly after my appointment, One Voice Wales sent me the attached 2016
version.  This is the version the Members' have been sent by myself. 

The Standing Orders are due to be reviewed after this year's Annual
General Meeting and the 2016 Version will be the amended annexe.

Dear Ms Hope,

Thank you for meeting with me in person, apologising on behalf of Ammanford Town Council, and talking through the many failings you've become aware of since taking on the Clerk's role in the interim.

It is likely that the missing 2008 Code of Conduct is another artefact of the serious maladministration. It is concerning that none of the thirteen elected/co-opted Councillors has been able to help you locate a copy. I can see that you are working hard to try to turn things around.

I note that Agenda Item 17 of tonight's full Council meeting/AGM will formally receive the PSOW Final Investigation Report, almost six weeks since its publication. Adopting the 2016 Code of Conduct is a sensible step forward, and will support the Council in moving towards compliance with the PSOW's Recommendations (in particular section 26d) by the deadline.

We also spoke of the Welsh Government's Statutory Guidance "Access to Information on Community And Town Councils", published four years ago. I think it would be helpful if you made all Councillors aware of the guidance, including the Working Party reviewing Standing Orders.
