I would like to know if Deputy Chief Constable David Warcup was ever involved at all in any way in the Staffordshire child abuse investigation before or after the Allan Levy Q.C. report, and if so in what capacity.

Dear Northumbria Police,

This is very difficult for me, as I am one of the people who was put into a cell as a child, simply for being a victim of assault and rape.

There has been an extraordinary attempt to cover up the way I was treated.

I want my life back. I am so traumatised by the abuse, I simply want to be allowed to heal and have some sort of chance of at last overcoming the trauma. In order to do that I need to know why the police decided to drop my case without even informing me properly.

Please help me to do so, by giving me information into all of Mr David Warcup's involvement, if any, into the Staffordshire child abuse enquiry, that was undertaken to get to the truth of what happened in homes using the Pindown system in Staffordshire. If Mr Warcup has had any involvement of any kind, be it ever so slight, into any aspect of the Pindown/Fundswell enquiry please can I see it?

Dear Mrs Richards
Provision of information held by Northumbria Police made under the Freedom
of Information Act 2000 (the 'Act')

Thank you for your email dated 22nd February 2012 in which you made a
request for access to certain information which may be held by Northumbria
Police.

As you may be aware the purpose of the Act is to allow a general right of
access to information held by a Public Authority (including the Police),
subject to certain limitations and exemptions.
 
In Response

I must advise you that there is no information held by the Force regarding
Mr Warcup's involvement in such an investigation.

Unfortunately Mr Warcup is no longer an employee of Northumbria Police. I
must therefore advise you to direct your enquiry to the Force that dealt
with that case (Staffordshire Police).

Outside of the Act, I can advise that as a victim of crime there are
appropriate measures in place for the disclosure of certain information by
the investigating force.

You may therefore wish to contact the Justice Services Department of
Staffordshire Police for a more complete update on this matter.

Disclosures made in response to a request through the Freedom of
Information Act are classed as disclosure to the general public and not
just to an individual. Such disclosures therefore attract certain
exemptions. By contacting that Force outside of the Act rather than
through a public forum, may help to ensure that any response is as
complete as possible.

How to complain

If you are unhappy with our decision or do not consider that we have
handled your request properly and we are unable to resolve this issue
informally, you are entitled to make a formal complaint to us under our
complaints procedure which is attached.

If you are still unhappy after we have investigated your complaint and
reported to you the outcome, you may complain directly to the Information
Commissioner’s Office and request that they investigate to ascertain
whether we have dealt with your request in accordance with the Act.
