I am writing to you under the Freedom of Information Act 2000 to request the following information for Ordnance Survey Limited:

• Please confirm whether you use recruitment agencies to support in the recruitment of temporary and permanent staff?

• If yes to the above question, please can you confirm the agency spend on recruitment for the last 12 months? Please could this be split out between temporary and permanent recruitment.

• Please can you confirm the title/model of any recruitment contracts you have in place? (e.g. PSL, MSP, RPO,).

• Please confirm if you use any frameworks for recruitment? (e.g. Crown Commercial Service)

• If any frameworks have been used, please provide details of any agreements/direct awards made in the past 12 months?

Thank you for your email of 2 October 2019, requesting information from
Ordnance Survey in accordance with the Freedom of Information Act (FOIA)
2000, as set out in the extract below:

I confirm that Ordnance Survey does hold the information you have
requested.  Taking each request in turn, I confirm the following:

 

1. Please confirm whether you use recruitment agencies to support in the
recruitment of temporary and permanent staff?

 

Ordnance Survey use recruitment agencies to support the recruitment of
temporary and permanent staff.

 

2. If yes to the above question, please can you confirm the agency spend
on recruitment for the last 12 months? Please could this be split out
between temporary and permanent recruitment.

 

The total spent on recruitment for the last 12 months, up to the end of
June 2019 was £1,532,065, £64,005 of that was on permanent fees and the
remainder on temporary recruitment.

 

3. Please can you confirm the title/model of any recruitment contracts you
have in place? (e.g. PSL, MSP, RPO,).

 

PSL

 

4. Please confirm if you use any frameworks for recruitment? (e.g. Crown
Commercial Service)

 

We use our own PSL framework which is an internal framework.

 

5. If any frameworks have been used, please provide details of any
agreements/direct awards made in the past 12 months?

 

We have not used any frameworks in the last 12 months therefore we do not
hold any information.

 

6. If applicable, please confirm the end date of your current contract for
temporary recruitment, if a specific end date is not available please
provide the start date. Please also confirm the name(s) of the relevant
temporary recruitment suppliers.

 

The end date for PSL is February 2020. 

 

In relation to your request for the names of the temporary recruitment
suppliers, I confirm that Ordnance Survey does hold the information
however, we consider this information to be exempt from disclosure under
section 43(2) of the FOIA, and it is therefore withheld, as explained
below: -

 

Section 43(2) Prejudice to commercial Interests

Under section 43(2) of the FOIA, information is exempt if its disclosure
would, or would be likely to,

prejudice the commercial interests of any person.

 

In this case, we consider that disclosure of the names of the temporary
recruitment suppliers OS uses together with the agency spend on temporary
recruitment would be likely to prejudice the commercial interests of
Ordnance Survey and that of the recruitment suppliers.  Details relating
to spend are agreed per supplier and being able to compare agency spend by
OS across agencies used by OS, would be prejudicial to OS and the
supplier’s ability to compete competitively in the marketplace and
therefore our ability to recruit people of the required skills base.

 

This is a qualified exemption and we are required to consider the public
interest

 

Public Interest Test

Ordnance Survey recognises the need for transparency. However, this must
be balanced against the public interest in allowing the organisation to
protect its commercial information and not place itself at a disadvantage
in the competitive market in which it operates.

 

Section 43(2) is a prejudice based exemption, and there is a public
interest inherent in avoiding the harm specified. Ordnance Survey
considers that the prejudice would be likely to occur and would involve an
adverse effect on OS and the suppliers ability to operate in a
commercially competitive market place.

 

7. If applicable, please confirm the end date of your current contract for
permanent recruitment, if a specific end date is not available please
provide the start date. Please also confirm the name(s) of the relevant
permanent recruitment suppliers.

 

The end date for PSL is February 2020. 

 

In relation to your request for the names of the permanent recruitment
suppliers, I confirm that Ordnance Survey does hold the information
however, we consider this information to be exempt from disclosure under
section 43(2) of the FOIA, and it is therefore withheld, as explained in
question 6 above.

We recruit staff for the following categories:

o Legal, Audit & Risk
o HR
o Customer & Marketing
o Business Development, Strategy Management & Project Management

Your enquiry has been processed according to the Freedom of Information
Act (FOIA) 2000. If you are unhappy with our response, you may request
an internal review with our Internal Review Officer by contacting them,
within 40 working days of receipt of our final response to your FOI

The Internal Review Officer will not have been involved in the
original decision. They will conduct an independent internal review and
will inform you of the outcome of the review normally within 20 working
days, but exceptionally within 40 working days, in line with the
Information Commissioner’s guidance. 

The Internal Review Officer will either: uphold the original decision,
provide an additional explanation of the exemption/s applied or release
further information, if it is considered appropriate to do so.

Appeal to Information Commissioner's Office (ICO)
If, following the outcome of the internal review you remain unhappy with
our response, you may raise an appeal with the Information Commissioner’s
Office.
