Staff wages information
Dear Conwy Town Council,
Following on from a request made by C Phillips, I note on one of the attached spreadsheets that there was information pertaining to the salaries of staff in the council's employ. I have been able to identify at least two members of current staff from this spreadsheet and believe I know the first name of another.
Do these members of staff, current and, presumably former as their details aren't on the councils's website, know their salary details have been publicised with identifying information?

Thank you for your email which was received by the council on 8TH July 2020 which requested the following:

The council holds no information in our records that answers the question(s) you have submitted in your Freedom of Information Act (FOI) request. Under the FOI the council is not required to answer the question(s) you have submitted as the council does not already have the relevant information in recorded form.
If you are unhappy with the way the council has handled your request for information you may, in the first instance, ask us for a further internal review of recorded information by writing to us at the above postal or email address.
If you remain dissatisfied with the way in which the council has handled your request you have the right to appeal directly to the Information Commissioner for a decision, details of which can be found on the website www.ico.gov.uk.

I find this a rather bizarre response? I've advised I've been able to identify members of staff from their salary details that have been posted and you reply stating you don't have the information recorded?
Please could you clarify exactly what you mean by this response?

Thank you for your email which was received by the council on 14th July 2020.
Section 8(1)(b) of the FOI requires that a request for information must include the real name of the requester. Therefore, if there is significant doubt that the real name is being used, for instance where it is possible a number of pseudonyms are being used in different FOI requests about the same subject, the council can consider enquiring about the identity of a requester. We note that a number of FOI requests are recorded on the What Do They Know website with different named requestors but relating to very similar subjects regarding staff and councillor issues. Therefore, we need to be certain that your real name is being used before responding to any further requests for information. Please provide us with proof of your identity to confirm your full name.
If you are dissatisfied with the way in which the council has handled your request you have the right to complain to the Information Commissioner, details of which can be found on the website www.ico.gov.uk. However, you should note that your real name must be used in any complaint to the ICO for it to be valid.

Yet another bizarre response. Are the public not allowed to ask more than one question of a council? I find the lack of a straight answer very concerning.
All I've stated in my FOI is that I have been able to identify members of staff from their initials and their wages. You sent me your GDPR policy, which I assumed you had a basic understanding of, prior to uploading the spreadsheets to C Phillips. I can see the spreadsheet has now been taken down, however, I had already downloaded the information to view.
This website states I shouldn't include any personal information as it will be available in search engines and, given there has been a GDPR breach made by yourself, you will surely understand my reluctance to provide you with any of my personal details in case they end up published on the internet without my knowledge.

To allay your concerns where you have stated that you are reluctant to provide your personal details, I would be more than happy for you to verify your identification details in person at the Guildhall. In that way your concerns would be alleviated and no personal data would be retained by Conwy Town Council.

Dear Conwy Town Council,
Should I go out of my way to make a 157 mile special journey to Conwy and attend to provide identification as requested before a simple question is answered, I trust I will receive beforehand some confirmation in writing that the council will compensate me for my time out of the working day and travelling costs? I usually charge £300+VAT for a day's consultancy and round trip mileage at 55p per mile + VAT.
