Staff parking
Dear Middlesex University,
Please confirm if you provide on site parking for members of staff?
If so, please confirm the following:
1- number of available parking spaces
2- number of active parking permits
3- average number of spaces occupied, by day of the week (Mon to Fri)
For those members of staff who have active permits, please provide a count by
1- gender
2- contract type ( full time/ part time/ permanent/ temporary/ fixed term/ hourly paid)
3- age range (under 25 / 26 to 35 / 36 to 45 / 46 to 55/ 55+)
Please also provide a breakdown of staff with active parking permits, as a percentage of the overall staff population in each of the above categories.

Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Middlesex University's handling of my FOI request 'Staff parking'.
You did not provide a count of staff with active parking permits by gender, contract type, and age range as I requested. Neither did you provide this information as a percentage of the overall staff population in each of the aforementioned categories. You claim that this is because you do not collect this data as part of a parking permit application.
I am afraid I cannot accept this response. In order validate a parking permit application, it would be necessary to collect as a minimum some form of basic data to identify the individual, such as name or staff ID number. It must therefore be possible, without much difficulty, to cross-reference this with your HR database and collate the information.
I therefore request that you reconsider your response and kindly ask you to provide the information as requested.

Thank you for your response to the initial disclosure in relation to your FOI request.
In terms of your query I would like to reiterate that there is no obligation on us as a public authority to create information that does not already exist purely for the purpose of responding to an FOI request.
As stated in the initial response we do not hold the data on staff with active parking permits that can be categorised by gender, contract type and age range. If we followed your suggestion that would involve creating information that we do not currently hold and would have no intention of creating beyond the purpose of responding to your request.
If you remain unsatisfied with the outcome of that complaint, you may seek further recourse by lodging an appeal with the Information Commissioner.
