I write in connection with your request for information which was received
by the Metropolitan Police Service (MPS) on 09/06/2014.  I apologise for
the delay in responding to your request.   I note you seek access to the
following information:

* Please provide a list of all MPS officers, and their ranks, who served
as Staff Officers to Paul Condon during his time as Commissioner of
the Metropolitan Police 1993-1999.

This letter is to inform you that it will not be possible to respond to
your request within the cost threshold.  I have made some enquiries within
Human Resources and have been informed that to retrieve this information
would involve looking through each officers record who served at this time
to see whether or not they were a staff officer to Paul Condon.  We
estimate that the cost of complying with this request would exceed the
appropriate limit. The appropriate limit has been specified in regulations
and for agencies outside central Government; this is set at £450.00.  
This represents the estimated cost of one person spending 18 hours [at a
rate of £25 per hour] in determining whether the MPS holds the
information, and locating, retrieving and extracting the information.

In accordance with the Freedom of Information Act 2000, this letter acts
as a Refusal Notice.

Section 17(5) of the Act provides:
(5) A public authority which, in relation to any request for information,
is relying on a claim that section 12 or 14 applies must, within the time
for complying with section 1(1), give the applicant a notice stating that
fact.

Section 12(1) of the Act provides:
(1) Section 1 does not oblige a public authority to comply with a request
for information if the authority estimates that the cost of complying with
the request would exceed the appropriate limit.

May I start by saying thank you for your response.

However, having digested your remarks, I find it hard to believe that the HR department at MPS would claim that “to retrieve this information would involve looking through each officers record who served at this time to see whether or not they were a staff officer to Paul Condon”.

It beggars belief that a world-class policing agency such as MPS would have a system of record-keeping that precluded the ability to interrogate data effectively. It also seems unlikely that such information would only be held on individual staff officers' records, and not also on the record of the Commissioner whom they served.

I have managed to identify three officers who served as staff officer to Commissioner Condon: Peter Clarke (1993-1994); Matt Baggott (1994-1995); and John Yates (1999-2000). Would you mind checking against MPS records and confirming these, and indicating the dates of their service in the role?
