3. Instant Messaging Services (for example, Skype for business if used)

Please confirm for each if logs are stored and how long these are retained.
Please confirm if full details of messages are retained for e-mail and Instant Messaging services.
Please confirm who has access to such records and how the Council ensures that the human rights act, in relation to the right of privacy for the individual, is maintained during investigations.
Please provide a copy of the relevant policy in relation to Staff Usage Monitoring and retention of logs, e-mails and Instant Messaging service messages.
Please advise how many investigations have taken place within the last 12 months.
Please advise how much such investigations have cost the Council.
Please advise how many members for staff were removed from post as a result of such investigations.

Thank you for your Freedom of Information request. Please find below our
responses to your questions.

 

Can you please provide details of ways Enfield Council monitors its staff
usage of:

 

1. The Internet

 

Proxy server to allow users out of the Internet.

The proxy server produces logs that are stored for 12 months in a
dedicated storage server. We also have a software that produces reports
based on the same logs.

 

2. Corporate e-mail being sent/received for personal use 3. Instant
Messaging Services (for example, Skype for business if used)

 

Default MRM Policy - This policy contains the following retention tags

2 Year Archive

5 Year Delete

             (Full emails are retained for the periods shown
above, Personal emails cannot be identified)

 

Please confirm for each if logs are stored and how long these are
retained.

 

IM chats in Skype are not recorded or stored.

 

Please confirm if full details of messages  are retained for e-mail and
Instant Messaging services.

Technical support staff have controlled access to records.

Investigations are approved by the ICT Security Team on receipt of
authorisation by the relevant Assistant Director.

 

Please provide a copy of the relevant policy in relation to Staff Usage
Monitoring and retention of logs, e-mails and Instant Messaging service
messages.

 

Monitoring Use

The Council reserves the right to monitor, review and record the use of
all information and telephone systems and all documents stored on
information systems, including documents profiled as private and
confidential.

            The Council reserves the right to monitor e-mail traffic
within the corporate e-mail system and to access mailboxes and private
directories   without notification to the individual concerned that the
right is being exercised.

            The Council may exercise this right in order to establish
facts relevant to Council business and to comply with:

·        Regulatory practices and procedures

·        To prevent or detect crime

·        To ensure compliance with Council policies

·        To investigate or detect unauthorised uses of the system or to
ensure the effective operation of the system (e.g. to check if viruses are
being transmitted)

Therefore, users do not have the right to privacy when using Council
information systems or in relation to any communications generated,
received or stored on Council information systems.
