Staff employed to investigate incidents of fly tipping

We're waiting for A Flockhart to read a recent response and update the status.

Dear Swindon Borough Council,

On the 21st February 2019, Rachel Ind advised me by email that Swindon Borough Council intended to recruit additional staff for the purposes of investigating incidents of fly tipping.

My questions are therefore as follows:

1. Could you please confirm how many additional staff SBC recruited to address the fly tipping issues in Swindon and how many environmental crime officers you currently have working for you?

2. Following the imposition and expansion of parish councils, who have taken on some responsibilities to clear certain instances of fly tipping in the Borough, what process is in place between Swindon Borough Council and the various Parish Councils to ensure that the number of incidents are tracked, evidence gathered and that all reporting requirements as set out by DEFRA are adhered to.

I acknowledge the receipt of your email that was received on the 2^nd
February 2021.

 

The Council has a duty to respond ‘promptly’, or no later than 20 working
days which in this case is, the 2^nd March 2021.

 

Please find the response to the following questions:

 

1.       Could you please confirm how many additional staff SBC recruited
to address the fly tipping issues in Swindon and how many environmental
crime officers you currently have working for you?

2 additional Staff were recruited in 2019. I one these also left in 2019

1 member of staff was brought into the team in 2020 to replace the staff
member that left. 2 vacancies were left to fill, but recruitment was
paused last year, leaving us with 2 vacancies

Recruitment was on hold due to Covid 19 for all of 2020

1 member of staff left in December 2020

We now have 3 vacancies and these are going to advert in March 2020

We therefore have the current staff

1 x Team Leader

4 x Waste Enforcement/Envirocrime Officers

3 Vacancies

 

2.       Following the imposition and expansion of parish councils, who

tipping in the Borough, what process is in place between Swindon Borough

Yes we have the ability to record all  fly tipping cases that are reported
to us through the “Jadu” system, this can be broken down by each Parsh and
what is also retained by Swindon Borough Council.

Swindon Borough Council does not monitor the compliance of the Parishes we
would expect them to follow all reporting requirements as set out by Defra
