Dear Charity Commission for England and Wales,

I would like a breakdown as it applied on 5 April 2001 and every 5 April thereafter of the following (if it is easier I am happy for an alternative later date each April to be chosen - so long as the same date is used consistently):

* The number of FTE staff in post at each grade in the Charity Commission for England and Wales, including individual Senior Civil Service payscales; and
* The pay ranges for each of these grades, as it applied on the respective dates; and
* The median (preferable), or, in the alternative the mean salaries for each each of the set of grades in each pay band as it applied on the respective dates.

I attach, as far as available, the required information in response to

You will see from the notes that we are unable to provide median salary
data by grade prior to 01 October 2005, because the records do not exist
in an accessible form.

If you are unhappy with our response to your FOI request, have a complaint
or wish to request a review of our FOI decision, you should write to:

which will assist us when we review our response.

If you request a Decision Review you will be notified of our final

be calculated from the date on which you receive written notification of
the original decision. You will be deemed to have received written
notification on the day after the letter enclosing the decision was sent
or the same day if the decision was sent by email.

If after this you remain unhappy with the decision, you may apply directly
to the Information Commissioner (ICO) for a decision. Generally, the ICO
cannot make a decision unless you have exhausted our complaints

Key points are:
* In the period 2007-2011 the average rate of inflation is 4%.
* In the period 2007-2011 the average salary increase is 4.35%. Therefore, the average salary increase for all Charity Commission staff is 0.35% over inflation.
* The average salary of AA - AOs who are paid the least in the organisation was below the rate of inflation. In the case of the lowest pade the differential was 1.51%.
