Dear Hackney Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Hackney Borough Council's handling of my FOI request 'Staff Cycle Allowance'.

You said you would respond within 20 days and you have not. By law you should have responded promptly.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/s...

Yours faithfully,

Michael Johnson

Information Management,

Dear Mr Johnson,

Thank you for your request regarding staff cycle allowances and sick
leave. We apologise for the delay in our response which was due to
problems locating the information.

1.      State how much the allowance is per month?

Yes, Hackney Council pays a bicycle allowance. Mileage rates for all
cyclists is 20p per mile.

2.      When was this figure last increased? How much was it previously?

This has been the Hackney Council’s figure since 2007.

3.      Total number of staff that received said allowance in the
financial years 2014/15, 2015/16 & 2016/17?

Below is the total number of staff who claimed a bicycle allowance during
the following years:

2014/15 – 9 employees

2015/16 – 2 employees

2016/17 – 1 employee

4.      Total number of staff employed for those years and their gender

6.      The average sick leave taken by male staff in the 3 financial
years listed above

7.      The average sick leave taken by female staff in the 3 financial
years listed above

During the period requested, London Borough of Hackney changed its HR
leave reporting system. The data you have requested goes across two
self-service systems and the figures are not reconcilable. Under Section
12 of the Freedom of Information Act a request is exempt if retrieving the
information would take more than 18 hours of officer time to produce. We
have no automated means of gathering consistent figures across this three
year period and therefore consider this part of the request to be exempt
under Section 21.

The Information Commissioner advises that if one part of a request is
exempt, that we should exempt all of it. However, as we have already
collected the other information you have requested, we are happy to share
this with you.

8.      A breakdown by gender of the staff receiving the allowance in the
3 financial years listed above. And the average number of sick leave days
taken for each gender.

Below is a breakdown of staff by gender who received the allowance.

2014/15 – 3 Females & 6 Males

2015/16 – 1 Female & 1 Male

2016/17 - 1 Female & zero males

For the reasons mentioned above, we are not able to provide the average
number of sick days for each gender.

9.      A breakdown by age of staff employed by Hackney Council in the 3
financial years listed above?

Age range Headcount
Financial year 16-19 20-29 30-39 40-49 50-59 60-69 70-79 Total

financial years listed above?

Age range Total

2014/15     5 1 1 2   9
2015/16     2         2
2016/17         1     1

11.  Please breakdown sick leave taken by age groups for above years Use
whatever age categories your HR departments uses internally e.g. 18-24,

London Borough of Hackney does not collect sick leave statistics taken by
staff by age group. Therefore we do not hold the information you have
asked for.

If you are dissatisfied with this response and wish to appeal, please
contact the Information Management Team at
[email address] and your appeal will be dealt with
through our Internal Review procedure.
