Apologies for the delay in submitting this however I am neuro- divergent and need "reasonable adjustments" for my executive function and communication difficulties.

I am writing to request an internal review of Reading Borough Council's handling of my FOI request 'STaff Code of Conduct and conflict of interests'.

1. ICO guidance states that Section 14(1) is applied because of the nature of the request rather than the consequences of releasing the requested information (see https://ico.org.uk/media/for-organisatio...).

2. May I remind you that the FOI Act requires an 'applicant blind' approach, which is to say that it embodies the principle that information is available to anyone and requests must be assessed without consideration of who made them. Contrary to the ICO's guidance (see https://ico.org.uk/media/for-organisatio...), your decision has been influenced by your knowledge or view of me as the requester, rather than an assessment of the request in isolation.

For these reason I am asking you to review your response and, if the exemption is upheld, to provide an assessment which does not take your knowledge of the requester into consideration

Dear IGTeam,

Thanks for your response dated 17-02-2023 however RBC's position that the response i s burdensome can not be accepted and I am prepared to barrow the request to reduce any burden to the following RBC departments only:

1. Customer Relations Team
2. IGT Team
3. Complaints Team

It is concerning that RBC continue to defame my good character by creating "false instruments"(forgery act 1981) though the ongoing misuse of their unfounded persistent complainants policy for purposes other than legitimate.

Please confirm when RBC will provide me with the above information which is in the wider public interest. The whole purpose of FOI is to make LA's transparent and therefore it is concerning that RBC continue to obstruct the release of information which is unreasonable and disproportionate given that this request is of value to the wider public and there to prevent misconduct/ profiteering of council employees.
