Staff Bonuses/Staff Appraisals

1. For each of the past three financial years please provide details
of:

i. the total amount paid to ICE staff in bonuses;

ii. the total number of staff who received bonuses; and,

iii. the 5 highest bonuses paid and the positions/grades of those who received them.

2. Please provide details of the system you use to appraise the performance of your staff.

3. Please provide all recorded information held on the potential monetary consequences on staff of an appraisal.

4. If staff are awarded a rating, say A,B,C or D, provide details of the ratings given to all staff who were appraised in the year 2013/14 and explain how much each rating is worth in cash terms.

Dear DWP Strategy Freedom of Information,

I am very disappointed that part 1 of my request has been refused under section 12 of the Freedom of Information Act:

'For each of the past three financial years please provide details 
of:  
i. the total amount paid to ICE staff in bonuses;  
ii. the total number of staff who received bonuses; and,  
iii.  the 5 highest bonuses paid and the positions/grades of those who received them. '

You wrote:

'Under section 12 of the Freedom of Information Act DWP is not obliged to comply with your request as detailed under point 1 and we will not be processing this request further.'

According to the ICO,

'Where a public authority claims that section 12 is engaged, it should, where reasonable, provide advice and assistance to help the requestor to refine the request so that it can be dealt with under the appropriate limit.'

Please provide me with appropriate advice and assistance or explain why it is not reasonable to do so.

Dear DWP Strategy Freedom of Information,

In response to my request:

'For each of the past three financial years please provide details

'I can confirm that the Department for Work and Pensions (DWP) might hold information falling within the description specified in your first question.  However given that there has been a number of staff changes within the ICE office since April 2011, the cost of complying with your request would exceed the appropriate limit of £600.00.'

You subsequently provided details of the 5 largest bonuses paid to ICE staff for each of the 3 years in question, which indicates that you do hold information falling withing the description of my request.

1. Please provide details of the total amount paid to ICE staff in bonuses for each of the three years requested.

2. Additionally, please provide all information held on how ICE records details of bonuses paid to staff. Include full details of the software used by your finance section to capture, process and store the information.
