Re your thank you letter for my request of 6 August 2010 which you received on 9 August. I asked for the following information in respect of the proposed Defence Technical College at St Athan:

“Could you please supply details of costs of external assistance to
WAG in furtherance of this project from 2007 to date, detailing
which companies and individuals have received monies with regard to
the programme?

If items cover the combined Aerospace Business Park and DTC
project, please supply the total and any portions reclaimed from
the MoD.

Could you also supply the total salaries and other costs of WAG staff seconded to the Metrix project from the beginning of this arrangement?”

This is an accurate description of the information I have requested.

This request is crystal clear although you state that my request does not provide a sufficiently clear description of the information for you to be able to locate and identify any of the information you are seeking.

I shall attempt to clarify the information I want.

Q You said ‘With regard to the first part of your request, I am confused by your reference to “external assistance to WAG”? Did you mean “from” WAG?’

A. I meant to or from WAG

I interpret your request as seeking information about external advisers paid by the Assembly Government in relation to the St Athan Development Scheme from April 2007 which is the beginning of that financial year –

I am aware that the Defence Technical College is a Ministry of Defence project and is not one sponsored by the Assembly Government. However
are you aware that the redevelopment of St Athan is being undertaken in close partnership with the Welsh Assembly Government, which is promoting the development of the Aerospace Business Park and providing major new infrastructure for the entire development. There is a reference to the ‘Project team’ Ed Bampton St Athan project director WAG

In the development brief it says ‘The Welsh Assembly Government (WAG) is currently promoting the development of the St Athan site as a major centre of excellence in the economy.’ Who is/was working on this and who is paying them?
In addition the same document talks of ‘in order to prepare and progress this Development Brief, a series of working groups has been
established under a joint steering group consisting of Vale of Glamorgan officers, and representatives of WAG, Education and Learning Wales (ELWa), and Metrix, These Working Groups have been meeting regularly and have discussed planning, transportation, training, and quality of life issues in the context of the St Athan proposals.’ Who are these representatives of WAG and who is paying them?

Please note also ‘Following the MoD’s decision, a joint high level steering group was set up by the Welsh Assembly Government, and the MoD to encourage new aerospace or other complementary uses for the super hangar building. The WAG has also been actively involved for some time in promoting St Athan as a possible location of some, or all, of the DTR elements’ . Who is actively involved from or for WAG?

‘Design teams with a wide range of skills and with considerable experience of such proposals arecurrently working on both the WAG and Metrix proposals for the St Athan site’ Who is working on this for WAG?

There was a CPO inquiry in Jan 2010 over compulsory land purchase for access roads to the proposed tri-service academy at St Athan. The WAG government was represented at that inquiry. Who were those people and who paid them? There was also witnesses for the WAG and again who were they and how much were they paid and by whom were they paid?

You also say that with regard to salaries, there are no Assembly Government staff seconded to Metrix but there are several permanent Assembly Government staff working on the wider St Athan Development Scheme as part of their normal responsibilities and I could provide the total annual salary cost for the most recent financial year. I would like that information.

Please clarify your answer.
The consultaion invitations were signed by Metrix Mike Gimmel and Ed Bampton, St Athan Project director Welsh Assembly Government and invited people to respond to either of them. The letter had the WAG logo, who gave Metrix permission to use the WAG logo?

The consultation on St Athan – Phase One Consultation -
Comments Analysis was Published in March 2009 by Camargue On behalf of Metrix and WAG. can you explain why this was 'free' and produced at no cost to the welsh asembly government?

In a previous request 2009 I asked the following question ...and was told it cost WAG £80,000? Why not include this sum?

The public consultation concerns the St Athan Development Scheme, which broadly comprises the Defence Technical College and plans to create a new Aerospace Business Park. The latter is being developed by the Welsh Assembly Government and we have therefore agreed to contribute approximately £85,600 towards the overall costs of the public consultation.

Dear Ms Greagsby,

You are of course correct that in a previous FOI disclosure I did indeed state that the Assembly Government has agreed to contribute to the cost of the pre-planning public consultation. That remains the case but we have do date not paid out any money in connection with this particular commission nor paid any money to Camargue.

Therefore it would not have been appropriate to include Camargue in my response because in your most recent FOI request, you asked specifically how much the Assembly Government had spent on external advisers in connection with the redevelopment proposals for the former RAF base at St Athan. The information I gave you is therefore correct.

The letters to which you refer were signed jointly because we had agreed to contribute to the cost and repay half the amount to Metrix. To date we have not been invoiced for this work and hence have not incurred the expenditure. When we do, I will be happy to confirm this expenditure to you.

I trust this clarifies the situation.

How much has the Assembly Government spent on external advisers in connection with the redevelopment proposals for the former RAF base at St Athan. This includes spending where the welsh assembly government agreed to contribute to the cost and whether or not they have been invoiced - to be clear please include spending where WAG has not yet been invoiced for and hence have not yet incurred the expenditure.
