Spot checks conducted in Liberia and Sierra Leone to further integrity and VfM

The request was refused by Department for International Development.

Dear Department for International Development,

Reference the anti-corruption strategy for Sierra Leone and Liberia (see document https://www.gov.uk/government/uploads/sy... ) at paragraph 7 in the aforementioned document it states: "DFID will continue to ensure integrity and value for money through the above, and in areas such as:
Additional mandatory, comprehensive spot checks of selected projects and programmes each year."

Can you provide me with:
1) Whether the a record is kept of the number of 'mandatory comprehensive spot checks' conducted in Sierra Leone and Liberia.
2) The numbers of 'mandatory comprehensive spot checks' which have been conducted in Sierra Leone and Liberia since the above document was published (January 2013) for the years 2013, 2014, 2015 and 2016 (or to latest data).
2) What criteria are required for a project or programme to be selected for a 'spot check'
3) Whether the 'spot check' is conducted by DfID staff or a third party.

Yours faithfully

William Burnett
