Dear Enfield Council,

As, without advance notification, it would seem odd to make significant changes to a process which could be detrimental to many young children in the borough, can you please provide me with :-

1. Copies of the emails / letters (or other written communication methods) which informed schools / relevant school staff prior to 11th April (in readiness for the 16th) of the changes to the Single Point of Entry (SPOE) team’s criteria for accepting Early Help referrals from schools?

2. A copy of the procedures to enable schools to continue to refer vulnerable families to multiple agencies which were communicated to schools / relevant school staff in readiness for 16th April?

With regard to question 1, I don't expect this to exceed the cost limit of the Act as a notification update as important as this would be relatively easy to locate in the weeks preceding the Easter holiday period. Additionally, I am not seeking any personal data, merely a copy of the communication and conformation of when it was sent.

Thank you for your Freedom of Information request dated 12^th April 2018,
where you requested information about Single Point of Entry (SPOE)
referrals relating to Enfield Council. Please find the response to your
request below.

 

Response

 

Question 1

 

The SPOE team has advised that they are not familiar with any changes to
the SPOE’s criteria that was meant to start from the 16^th April 2018. The
SPOE’s remit has been the same for over the past 2 years, which is for
only early help forms that relate to safeguarding concerns to be sent
through to the SPOE for screening and actioning where a safeguarding
concern has been identified. This has always been the SPOE’s remit. The
SPOE does not deal with referral forms which do not relate to a
safeguarding concern. This has not changed whether the referral source is
a school or any other professional. Early help forms that do not pertain
to a safeguarding concern should be sent directly to the relevant early
help agency which a referrer would like support from. This has always been
the official direction since the SPOE re-launched on Monday 18/04/2016 .
See attached the re-launch slides that were provided to partner agencies
following the team’s re-launch conference day that was held at the time.

 

Question 2

 

The attached presentation was shared widely with all key partner agency
leads, including schools, particularly for any partner agency who attended
the conference day that was held on the 18/04/2016, which was advertised
widely with all partner agencies. I have also attached the two early help
forms that can be used for safeguarding referrals (the purple one) and for
non-safeguarding early help referrals (the green one), which partner
agencies should be extensively familiar with by now. Both early help forms
clearly outline the process of who to specifically refer to and what form
to use depending on the nature of the concern. Referrers wanting to refer
to more than one agency would simple forward their non-safeguarding early
help form to all the relevant services they would like support from.

 

If you are dissatisfied with the handling of your request, you have the
