InfoRequest, Cardiff University

Dear Will Hecker

I am writing in response to your Freedom of Information request dated 27
April 2023

For ease of reference, I have reproduced your question(s) below and set
out our corresponding response(s).

I am writing to request the following information under the Freedom of
Information Act.

Q1) For the previous 5 years please provide the total numbers of reports
received by the university of incidents in which students have been
spiked, plus any figures available for 2023 (specifying period). Please
could you provide this data broken down by calendar year or by academic
year, whichever is more convenient for you.

a)      2018 or 2017/18

b)      2019 or 2018/19

c)      2020 or 2019/20

d)      2021 or 2020/21

e)      2022 or 2021/22

f)              2023 or 2022/23 – latest available data

Q2) For the previous 5 years, please provide the total number of spiking
allegations made against a student or staff member of the university, plus
any figures available for 2023 (specifying period).  Please could you
provide this data broken down by calendar year or by academic year,
whichever is more convenient for you.

a)      2018 or 2017/18

b)      2019 or 2018/19

c)      2020 or 2019/20

d)      2021 or 2020/21

e)      2022 or 2021/22

f)              2023 or 2022/23 – latest available data

Q3) For each of the spiking allegations detailed in the previous question,
please state whether disciplinary proceedings were held and what the
outcome of these disciplinary proceedings were?

Cardiff University maintains it records in academic years and not calendar
years. Furthermore, the University does not have a category of ‘drink
spiking’ to record such allegations.

Therefore, in order to identify whether a case involved drink spiking in
2020, officers would need to conduct a manual search of the details of
each case record over two academic years (2019/20 and 2020/21). The time
involved in searching for and providing the information you have requested
would exceed the time limit (18 hours) allowed under the Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004.  Accordingly, section 12(2) of the Freedom of Information Act 2000
will apply.

I trust this information satisfies your enquiry. Should you feel
dissatisfied with this response or the way in which your request was
handled you can request an Internal Review. This should be made in writing
within 40 working days of the date of this email. Please provide your
unique reference number of your request, information on why you are
dissatisfied and any detail you would like us to consider as part of the
Internal Review process. Email your request to
[1][email address] where it will be forwarded to the Head of
Compliance and Risk who will be responsible for overseeing the review.

If you remain dissatisfied following the outcome of your complaint, you
have the right to apply directly to the Information Commissioner for
consideration. The Information Commissioner can be contacted at the
following address: Information Commissioner's Office, Wycliffe House,
Water Lane, Wilmslow, Cheshire, SK9 5AF.

I would like to take this opportunity to thank you for your interest in
Cardiff University. If you require further assistance please feel free to
contact me.

Kind regards
