Under the Freedom of Information Act, I kindly request the following information on spending on adult social care services in your local authority:

1) What was the net expenditure for a) all adult social care and b) social care for adults aged 18-65 with a learning disability for the following financial years:

i. 2007/08
ii. 2008/09
iii. 2009/10
iv. 2010/11;

and what were the agreed budget figures for v. 2011/12?

2) What was the gross expenditure for a) all adult social care and b) social care for adults aged 18-65 with a learning disability as percentages of the council’s total expenditure for the following financial years:

i. 2007/08
ii. 2008/09
iii. 2009/10
iv. 2010/11;

and as percentages of the agreed budget figures for v. 2011/12?

3) How much a) gross and b) net funding for all adult social care has been allocated in the 2012/13 draft budget:

i) in cash terms
ii) as a percentage of the total draft budget?

4) How much a) gross and b) net funding for social care for adults aged 18-65 with a learning disability has been allocated in the 2012/13 draft budget:

i) in cash terms

Budget for 2012-13 will be presented to Executive at the meeting on 9th
February

Council on 1st March.

Expenditure for all Adult Social Care and for the Council as a whole can
be found in the Accounts which are available here:

we calculate these as a percentage but I will confirm this.

Service and the Finance Service, and we will seek to respond to your

The Gross Expenditure figures are taken from the PSSEX report. Because of changes to ASC cost centres, and in particular to funding streams between Health and Social Care over time, please be aware that the Gross Expenditure figures year on year may not be comparable.

The Net Expenditure figures are taken from the back up documentation to the PSSEX report. Because of changes to ASC cost centres, and in particular to funding streams between Health and Social Care over time, please be aware that the Net Expenditure figures year on year may not be comparable.

I believe we have now responded to questions 3 and 4, by directing you to the published information, and to questions 1)b and 2b). Questions 1a) and 2a) are, I believe, answered by the information in the accounts but I am confirming this with my colleague in Finance.

In response to your final question:

2) What was the gross expenditure for a) all adult social care as percentages of the council's total expenditure for the following financial years:

The ASC Gross outturn was

£48.6m in 2009-10, when the Council's Gross Outturn was £331m. (15%). NB The Council's gross outturn includes schools budgets of over £120m).

In 2010-11 ASC outturn was £49m, and the Council budget £327m. (15%). NB This again includes schools budgets of over £120m.

We have not calculated percentages but you will be able to do so from these figures. However, we do not hold figures for gross outturn for the earlier years as it was not reported in such a way for either the Council overall figures or for ASC each year.
