Dear Sir or Madam,

I would like to request the following information under the Freedom of Information (Scotland) Act 2002:

1. Please provide information confirming how much money your local authority, by department and/or relevant budget head, has spent or is spending on implementing the Additional Support Needs framework (as provided for in the Education(Additional Support for Learning) (Scotland) Act (2004)) in:

a) 2006-07;
b) 2007-08;
c) 2008-09; and
d) 2009-10.

In responding to this request, please consider all relevant information that might accurately confirm the amount spent, including information contained within documentation such as budgets and related papers; council and committee papers and minutes; correspondence between and among officers, or between officers and third parties; meeting papers; and any other relevant papers and documents.

2. Please provide information that shows how much your local authority has spent and is spending on:

a) providing and co-ordinating staff, equipment, aids, information, transport, training, services and other support for children with additional needs; and
b) all other services and expenditure relating to supporting children in education with additional needs in:

i)2006-08;
ii) 2007-08;
iii) 2008-09; and
iv) 2009-10

Dear Ms Higgins

Further to your request for information under the Freedom of Information
(Scotland) Act 2002 relating to the above I can now respond.

Unfortunately, the Council is unable to comply with your request as the
costs of completing this exercise would exceed the upper fees limit of
£600.  The Council does not hold the information in the format requested
and we would have to assign a member of staff to pull all this information
together.  This would entail approaching every individual school to
enable the Council to respond to your request.

I have to advise if you are not happy with the information provided then
you have a right to request a review within 40 working days of receipt of
this e-mail.  You should either e-mail [1][email address] or
write to the Access to Information Officer, Scottish Borders Council,
Council HQ, Newtown St.Boswells TD6 0SA.

In more detail, this request was sent with a "from" address "request-22869", but the replies were sent to one beginning "request-22689". This seems to have caused them to get lost in the innards of WhatDoTheyKnow for a while.
