c) the proportion or absolute amount, if any, of the sum (a) which was paid for by council tax;
d) the proportion or absolute amount, if any, of the sum (c) broken down in to council tax house bands on a per-household basis.

Dear Mr Kirkcaldy
I'm replying to your request for information made under the Freedom of
Information Act 2000, in which you asked:
a) The sum in total, if any, spent on maps, map procurement, processing
and distribution on-line and in paper form during either financial or
calendar year 2007;
During the financial year 2007/8 the Council spent £137,958.37
b) the proportion or absolute amount, if any, of the sum (a) spent on
licenses or other fees to Ordnance Survey;
Of this amount the Council spent £118,475.44 on licences or other
fees to Ordnance Survey
c) the proportion or absolute amount, if any, of the sum (a) which was
paid for by council tax;
d) the proportion or absolute amount, if any, of the sum (c) broken down
in to council tax house bands on a per-household basis.
The money that the Council raised through Council Tax in 2007-8 was
£148.1m . This only meets approximately 12% of the Council's gross
revenue spend of £1,218.1m. The majority of the spending is financed by
central government through a combination of specific and general
government grants and redistributed non domestic rate income. The Council
does not analyse it*s expenditure on whether it was funded through either
Council Tax or Central Government Grant. I am therefore unable to provide
the information that you*ve requested at either c) or d) above as the
Council does not hold the information that you have requested.
If you are not satisfied with this reply you may ask for a review of this

I think they have answered the question on how much is funded by council tax. Most local government income is pooled, not assigned to particular items of expenditure, so there is no way of allocating spend the way you asked. The nearest anyone can get is to look at the overall mix of income - which is what they have provided.
Across England, this year, local government will spend about £140bn, of which about £25bn will be raised by council tax (18%), so it seems the council tax proportion in Bradford is a bit lower than average.

This perhaps requires a followup on specific sources of income, given that council tax covers so little. Or is that a normal amount?
