In order to be able to consider your request we require some further
clarification from you.

Cambian is a subsidiary of Caretch Holdings, please can you clarify which
companies you are requesting information for in terms of the subsidiaries
of Caretech Holdings.

Please may you also define “for profit” providers. If, for example, we
were paying a subsidiary company that is “limited by shares” and makes
profits but any profit is invested in to the “Company limited by
guarantee” charity that it is a subsidiary of would we include those
payments?

Under the Freedom of Information Act, the 20 working days allowed for
responding to your request will not begin until the clarification is
received.

Thank you for your information request, reference number NELC/31077/2425.
I can confirm that North East Lincolnshire Council holds the following
information:

 1. Please confirm whether you pay Cambian Group and/or Witherslack Group
for services in SEND education (4-19) and/or fostering, children's
home or secure accommodation placements. This can be a simple Yes/No
answer for each organisation. Please also detail the number of
children and young people, ideally divided by each organisation and by
SEND education (4-19) and/or fostering, children's home or secure
accommodation placements. If this is too sensitive/onerous, please
simply break the number down by number of children and young people
receiving SEND education (4-19) and/or fostering, children's home or
secure accommodation placements:

1 placement– Witherslack Group. 

 2. Please detail the amount of money spent in the last two financial
years with for profit providers of SEND education (4-19) and
fostering, children's home or secure accommodation placements. Please
provide this in a spreadsheet split out between SEND and education and
fostering, children's home or secure accommodation. If this is too
onerous, I will accept one year's spend.

If you believe that your request for information has not been handled in
accordance with the Freedom of Information Act, you have the right to
request an internal review by the Council. If you wish to request an
internal review, please write to us detailing the reasons why. Please be
clear about which elements of the Council’s response or handling of the
