Speed signage on the A29 around Watersfield and Coldwaltham

Dear West Sussex County Council,

Under the general requirements of the Freedom of Information Act 2000, I would be very grateful if you would provide the following information with reference to the stretch of the A29 from the terminal 30 mph sign entering Watersfield on Beacon Hill to the terminal 30 mph situated north-east of Coldwaltham in the direction of Pulborough.

1) This stretch is wholly designated as a 30 mph zone. Please state whether any sections of this stretch of the A29 had a speed limit other than 30 mph in the previous 20 years and if so provide sufficient information to identify those sections.

2) If the speed limit on any part of that stretch changed please prove dates of implementation and any documentation that wouuld provide the reasons for change.

Travelling from Watersfield to Coldwaltham, the section of the A29 between its junction with Colebrook Lane and its junction with Waltham Park Road there is a sign in two parts that reads "COLDWALTHAM Please drive carefully" on the top sign and "Remember 30" in the lower sign, the '30' being within a red circle.

3) Please provide copies of all documents WSCC holds relating to the decision to deploy and the implementation of the "Remember 30" sign. Specifically for what reason was it decided motorists needed to be reminded of the speed limit at that point in the road.

4) Please state the date(s) the sign was installed and made operational.

Your request related to Speed Signage.

 

We have now completed a search for the information which you requested and
confirm that this Authority holds some data relevant to your request.

I am now able to respond to you with the following:

 

Please find attached a copy of the speed limit order which came into
effect on 30/05/2003 to reduce the speed limit in Coldwaltham from 40mph
to 30mph. No copy of the statements of reasons is available because these
documents are only retained for 6 years.

 

I can confirm that the change was part of a speed management programme of
village speed limits which ran between 1999 and 2008 and looked to lower
speed limits in rural villages and settlements; a copy has been attached
of the report that sought permission to change the speed limits in five
settlements that included Coldwaltham and that explains the objective of
the programme.

 

The document contains a redaction of personal data. No documentation for
the reason to deploy the described sign has been retained but it would
have been installed as part of the supporting measures for the change to
the limit and would have been installed around the time the new speed
limit was introduced.
