Dear Dale Ogden,

I have been passed your enquiry to our Customer Contact Centre (reference
21827760) relating to the speeds on the M6 on the 7th of January 2021 in
the vicinity of Junctions 7 and 8 and in particular at the time of 15.40

First of all thank you for contacting Highways England and reading through
your enquiry I can see that you are looking for a report of gantry speeds
showing in the vicinity of junctions 7 and 8 on the M6, I have
investigated and would be happy to share the following information with
you.

I have requested and will attach two Halogen report that shows all speeds
showing as requested.

Just to add a little detail to the report

Column A identifies the date and time

Column B shows whether the device was a Message Sign (MSS) or a signal
(SIG)

Column C shows the location of the device

Column D shows the speed or message displayed on road

Column E identifies whether the device was set by an Operator in the
control room (OIF) or set automatically (AUTO)

Column F shows whether or not the device was set as a result of a Midas
trigger (MID) or not.

Column G shows the reason the signal or message was set.

I have taken the liberty of highlighting in yellow the lines that show
where speeds were showing on road,

Finally just to add a little context to the report, every single message
or speed shown on the report was set automatically (AUTO) as a result of
Midas (MID) in essence the technology embedded into the carriageway of the
motorway automatically set speeds or message signs whenever traffic was
slowing or congested. Again reading through the report I can see that the
reason Midas was triggering was as a result of queues and congestion
ahead. The speeds fluctuate between 50mph and 60mph, prior to 15.40 and
the speed annotated would remain active until cleared or changed. Looking
at the report 50mph speeds were active at gantry number 5925a from 15.29
and this speed remained active until it dropped to 40mph at 15.48
(automatically set for congestion). The marker post at this location would
equate to 192/5a.

The MIDAS system of incident detection has been used for many years and
has been proven to reduce and prevent accidents on the motorway network,
as briefly mentioned above the system works by a series of detectors built
into the carriageway that monitors traffic flow, and whenever traffic
starts to build or congest, it will automatically reduce the speed prior.
The sensors recalibrate every two minutes and if the hazard has cleared
the speeds will be cleared.

My final comment would be that Highways England are not a law enforcement
team, we do not operate speed cameras and our control room do not set
speeds to slow motorists down, most speeds showing on road are set
automatically by the technology embedded into the road. If your query
surrounds enforcement, a fine or speed cameras your query would need to be
addressed by either the police force or regional enforcement team that
issued the notice.

Again thank you for contacting Highways England and I hope the information
helps,

Kind regards

Andy
