Dear Transport for London,

There are present on the A40 underpass under Hanger lane a number of 30 signs in both directions which I understand have been added as a safety measure while the lights are replaced.

These signs are presented on one side of the road only. It is usual for speed limit signs to have terminal signs on both sides in order for the limit to be valid. Can you please confirm the speed limit status of this road and whether there is an exemption in place for this unusual signage?

Can you further confirm how this short 30 limit is to be accounted for in the newly installed average speed limit enforcement section, sitting as it does within a 40 limit.

Our maintenance team at is continuing to investigate the issue, and I
shall convey its findings as soon as they are received. In the meantime I

Dear Mr Brackin

 

Thank you for your email of 26 August regarding the temporary speed limit
while lights are replaced in the A40 underpass at Hanger Lane, W5. I
apologise for the delay in responding on this occasion. Our engineers at
Transport for London (TfL) who have been involved in the scheme in
question have investigated your queries, and I am pleased to convey their
findings.

 

I can confirm that the 30mph signs were placed at the site as a safety
measure while the light replacement works were underway.

 

The temporary speed limit on this stretch of the road is 30mph. This is
supported by a traffic order for maintenance works. We accept that for
this to be compliant with the regulations, signs are required on both
sides of the carriageway, but there is insufficient space either to mount
or place signs safely on the near-side, without causing obstruction to
traffic. The speed restriction was put in place in response to inadequate
lighting levels in the tunnel. These lighting improvement works have been
delayed by unexpected construction issues which have now been resolved.

 

The signs are temporary and will be removed by the end of October, when
the works are complete. The road will then revert back to 40mph, in
advance of the commissioning of the Average Speed Enforcement Initiative.
