I am contacting you regarding the internal review of your request for
information about bus timetables and performance.

 

This review has been carried out by an independent panel following your
e-mail of 5 May 2017 regarding the response to your request for
information under the Freedom of Information (FOI) Act. The review was
carried out by an independent Review Panel (‘the Panel’) consisting of
individuals who were not involved in the handling of your request.

 

Your initial request for information asked for ‘full, human readable
timetables for every service and every stop for the following bus routes,
as well as punctuality records:

186, 307, H9 and H10.’

 

A response was issued to you on 24 April 2017 and provided a copy of the
timetables displayed at bus stops for the requested services as well as a
link to our published performance reports, which include the requested
punctuality data.

 

Following our response, you sent a further e-mail on 24 April 2017
stating, ‘I requested full timetables, i.e. every service scheduled time,
not just "every 9-12 minutes".’ No response has been issued to this
e-mail.

 

The Panel have reviewed the handling of your original request. Whilst the
timetables provided do give information on the services of routes 186,
307, H9 and H10 the Panel notes that they do not give information on every
service. For example, the 307 timetable provided lists services between
8am and 6pm will arrive ‘about every 10 minutes.’ Therefore, the Panel
have concluded that we did not provide all of the information requested,
please accept my apologies for the shortcomings in the handling of your
request.

 

When we received your follow-up e-mail clarifying that you wanted the full
timetable a response should have been issued to you advising that the
detailed schedules are actually already published and are available on our
website:

These schedules include the level of detail you have requested as they
list every service. Again, the Panel apologise that this was not done.

The internal review response is incomplete. The source referred to only gives times for a minority of stops, those where the driver has a time to keep to.

Obviously intermediate times exist as Journey Planner relies on them. These are available in XML form as an Open Data download but would need a lot of manipulation to yield what you want.

However, a principle of FOI is that a body is not obliged to produce documents that do not already exist, so if no human-readable version exists, that is probably the end of it.
