regarding our Special Service Policy.

I write in response to your request for information dated 19.06.2017
concerning a Special Services policy including fee's charged.

 

Your request for information has been dealt with under the terms of the
Freedom of Information Act 2000 (FOIA) and I can confirm that Avon Fire &
Rescue Service holds some of the information falling within the
description specified within your request as detailed below:

arrival on scene?

Avon Fire & Rescue Service (AF&RS) do not have a Special Services policy. 
AF&RS will attend a Special Services Call (all other incidents excluding
fire and alarms incidents, the latter are recorded separately) .  Special
Service Calls range from RTCs, persons trapped, rescues (including people
and animals), fuel spillages in public places, assistance to other
agencies, such as bariatric assistance and recovery of casualty.  Please
note that this is not an exhausted list. 

 

AF&RS will attend an incident if it poses a serious risk to the public, or
there is a benefit to our attendance to support public safety, which is
paramount.

 

There are services for which we do make a charge for, which are listed
within the attached Avon Fire Authority (AFA) Charging Rates document. 
This document is reviewed on an annual basis at the AFA meeting.  Below is
an extract from 10^th Feb 2017 AFA papers (Item 11 – appendix 6), along
with the attached.

 

Review of Charges

3.51. Section 19 of the Fire and Rescue Services Act 2004 provides the

Secretary of State with the power, by Order, to set out the services for

which a charge may be made and the persons who may be subject to the

charge. The section allows the Secretary of State to authorise a charge to

be imposed upon, or recovered from, a person other that the recipient of

the service.

3.52. The Schedule to the Fire and Rescue Services (England) Order 2004
sets

out the services for which a charge may currently be made and the

persons who may be charged.

3.53. Where the Fire Authority is able to make a charge, it has to decide
whether

it wishes to do so, and, if it does, it must set the amount of the charge.

The Fire Authority has the power to charge different amounts in different

circumstances or to charge nothing at all.

3.54. In setting the charges the Fire Authority is required to secure
that, taking

one financial year with another, its income from charges does not exceed

the cost to the Fire Authority of taking the action for which the charges
are

imposed. The Fire Authority is therefore not able to fix charges with the

objective of making a profit.
 

 

A decision to charge for the services listed in sections 1-4 of the
attached, will be made by the Unitary Group Manager, which are charged at
the point that crews are alerted to the incident until when the crews
advise the Control room when they are available again.   Services listed
in section 5 of the attached are administration charges for services, such
as reports and officer interviews, and will be dealt with by the
department dealing with the request.
