Thank you for your response.
I am unable to agree with your request if it based on" Environment Information Regulations" I therefore do NOT see your response as being "............. complied with your request........."

I also replied to your reponse on 28th Septemember where you sent me responses NOT connected to my orginal request of 26th September which deals with Freedom of Information and nothing whatsoever with the environment.
Please do not continue with this level of confusion, it is certianly not helpful.
If your response to this FOI request remains as per your note today then I shall have to ask for an Internal review

I am writing to request an internal review of North Somerset Council's handling of my FOI request 'Special School Admissions'.
NSC have produced confusion by indicating;-

Responses that do not match the orginal request

The matter is dealt with when it clearly was not

Indicating that an extension was required when it clearly was not

The response will be provided under the Environment Information Regulations when its a FOI matter

The projected data requested, indicates that Baytree School in 2020 will be oversubscribed by 100% and therfore all other data provided cannot be relied on

Thank you for your email. I am writing to acknowledge your request for an
internal review: this will be conducted by a colleague who has not been
involved with your request.

In the meantime, I would like to apologise for the error that has occurred
and any inconvenience caused.  Whilst I will not personally be conducting
the internal review, I am able to offer an explanation for how this error
has occurred.

The case management system that we use for processing FOI and Subject
Access requests recognises when requests are made by the same individual. 
The process we use when looking for linked contacts when initially logging
a request usually involves conducting a search using either a name or
email address: in this case, your name would have been searched and
selected, linking your request to other requests also made by you.  We are
aware however that whatdotheyknow.com provides a new email address for
each request you submit; therefore upon logging the request, we amend the
email address for the specific case to ensure the response goes to the
correct request.   What we have now discovered however, is that when we
enter the email address, it in fact updates the contact information for
all previous linked requests.  

In usual circumstances this is not an issue as 99.9% of the time, multiple
requests from the same individual tend to all come from the same email
address. For requests that are made via whatdotheyknow.com however; this
means, for example, that the response for request A will automatically be
sent to the email address provided for request B: which is the error that
seems to have occurred in this instance.  

We have taken this very seriously and I can only offer my sincerest
apologies for this error and any inconvenience caused.  I can confirm that
this issue has been discussed with my wider colleagues and we have agreed
preventative measures to ensure this does not happen again.   I will also
personally manually check each of your requests and ensure that the
correct email address is linked to the relevant request. This will mean
the response you have received will be sent to the correct email address
and therefore will show up on whatdotheyknow.com under the correct
request. 

I hope I have been able to clarify how this error has occurred.  As stated
above, we acknowledge your request for an internal review but before I
log, can I just double check whether after reading this, you still wish
for us to conduct an internal review?  If so, I will process this
immediately.

Dear FoI,
Thank you for your response and explanation which seems to have clarified some of the aspects of my request.

However, you have failed to consider the last point raised in my request for an Internal Review ie I believe the data provided within the two bar charts relating in particular to Baytree School and the request for annual projected figures for each of the Special Schools in North Somerset is incorrect

Baytree school is currently at capacity of 72 students but the chart indicates the NSC has projected that in 2021 the schools cohort will be 144 students or 100% over subscribed. This leads me to believe the remaining data cannot be relied on as being realistic.
I look forward to your Internal review which should now focus on this misreputed data

You would do well if you can drag that information out of NSC. A project that is based on this data should be a click away for them. We have asked on many occasions how many of the out of county placed students would be attending the new school and had no answer.

NSC do not hold any information on ‘projected number of admissions’ for Baytree School but they do have information on ‘projected applications for admissions for each school’.

What no-one is sure of, is the difference between the two.

Apologies for my ignorance here, but what are you asking us to update? 
The bar charts supplied for part (b) were correct in terms of the
projected number of applications...as the only information held.  Are you
asking us to resubmit our final response, but just saying 'Information not
held' for part (b)?  As explained in my internal review, we do not hold
project number of admissions, and therefore we can't create information in
order to respond to a request.

Environmental Information Regulations 2004
 
I am contacting you to let you know that so far we have located over 800
records that may fall into the scope of your request and we expect there
to be more. We have estimated that the time it would take to review these
records would be approx 27 hours. Under the EIR regulations there is
provision to refuse requests where we believe that carrying out the work
would place an unreasonable burden on our resources. However at this stage
rather than refusing your request on these grounds we are looking to see
if we are able to undertake this work. I will confirm as soon as possible
if we are able to do this and also confirm when we will be able to
complete this work.
 
Please also note that our search for records has only included records
from our planning service, we have not included records from the
applicant.
 
I will be back in touch as soon as possible.
