Special responsibility allowances and full-time councillors
Dear Royal Borough of Kensington and Chelsea,
Please provide me with the following information, which I am requesting under the terms of the Freedom of Information Act:
1) In the current municipal year, how many councillors receive a ‘special responsibility allowance’ in addition to their basic allowance? Please provide this both as both a number and as percentage of all councillors.
2) Of those councillors in receipt of an SRA, how many receive an allowance for working full-time (5 days a week) on council business?
3) For each of the past 3 years:
- What was the total cost of councillor allowances?
- Of that total, how much was made up of basic allowances?
- How much was ‘special responsibility allowances’?
- How much was other allowances (e.g. childcare, travel, phone, meeting attendance etc)?

I am responding to your request under the Freedom of Information Act 2000,
which we received on 31 January 2016, for information held by the Council.
You requested:
1) In the current municipal year, how many councillors receive a ‘special
responsibility allowance’ in addition to their basic allowance? Please
provide this both as both a number and as percentage of all councillors.
30 Members out of 50 receive Special Responsibility Allowances (SRA) (60%)
2) Of those councillors in receipt of an SRA, how many receive an
allowance for working full-time (5 days a week) on council business?
None, all Members receive a basic allowance and some also get an SRA.
3) For each of the past 3 years:
- What was the total cost of councillor allowances?
- Of that total, how much was made up of basic allowances?
- How much was ‘special responsibility allowances’?
- How much was other allowances (e.g. childcare, travel, phone, meeting
attendance etc)?

Complaints
