Can you please provide me with the following information regarding
Special guardianship financial support and assessment.

1) Does the council follow the DfE method
of assessing Special guardianship allowance. If not please provide
information as to the method used.

2) What is the maximum payment for a child.

a) Pre school age
b) Primary school age
c) Secondary school age
d) Over 16

3) Is the maximum payment based on recommended core foster care
rates. If not what is the maximum payment based on.

4) Does special guardianship rise each year in line with the
increase in core fostering rates.

5) Is the financial assessment where children were previously LAC
different to the financial assessment for children who were not
LAC.

6) What deductions, if any, are made from Special guardianship
allowance, ie, Child benefit, Child tax credit.

7) If a carer is in receipt of Income support are any deductions
made from Special Guardianship allowance, ie, Child Benefit, Child
tax credit

8) Are Special guardianship allowances time limited. If so how long for.

9) How many special guardians in the authority are currently being financially supported

10) How many Child arrangement orders are currently being financially supported

11) How many friends and family, (connected persons) foster carers are in the authority.

Thank you for sending a Freedom of Information request on 21 June.

 

We’ve consider your request and I’m now able to respond, although I
re-iterate our apologies for the delay. Please find the answers to your
questions as follows:

 

1) Does the council follow the DfE method of assessing Special
guardianship allowance? If not please provide information as to the method
used.

MKC uses the DfE Special Guardianship Guidance Jan 2017

 

2) What is the maximum payment for a child:

a) Pre-school age?

£85.58 (per week)

 

b) Primary school age?

£105.23 (per week)

 

c) Secondary school age?

£130.14 (per week)

 

d) Over 16?

£167.59 (per week)

 

3) Is the maximum payment based on recommended core foster care rates. If
not what is the maximum payment based on?

MKC uses the Foster Care allowance as set by HMRC for South East.

 

4) Does special guardianship rise each year in line with the increase in
core fostering rates?

It has not for the past couple of years, however the Finance Department is
currently reviewing these and plans to back date them to the beginning of
April 2019. MKC follows the South East Region rates which can be found the

5) Is the financial assessment where children were previously LAC
different to the financial assessment for children who were not LAC?

There isn’t a different financial assessment, however if the SGO Carer was
fostering the children immediately prior to the SGO being granted, they
would be entitled to the Fostering Maintenance Allowances (not a
professional fee) for the first 2 years and then they would be means
tested for the SGO Allowances. 

 

6) What deductions, if any, are made from Special guardianship allowance,
ie, Child benefit, Child tax credit?

Child benefit is deducted from the Special Guardianship Allowance.

 

7) If a carer is in receipt of Income support are any deductions made from
Special Guardianship allowance, ie, Child Benefit, Child tax credit?

Yes, the child benefit is still deducted from the Special Guardianship
Allowance.

 

8) Are Special guardianship allowances time limited? If so how long for?

Special Guardianship Allowances are usually reviewed on an annual basis
unless it is agreed otherwise. Special Guardianship Allowances will also
cease when the child turns 18 unless they remain in some form of
education.

 

9) How many special guardians in the authority are currently being
financially supported?

We currently financially support 158 Special Guardianship carers.

 

10) How many Child arrangement orders are currently being financially
supported?

We are currently financially supporting just the one Child Arrangement
Order.

 

11) How many friends and family, (connected persons) foster carers are in
the authority?

There are 84 with connected carers. This is the placement types U1 and U3.
