Special customer records breakdown

The request was refused by HM Revenue and Customs.

Dear HM Revenue and Customs,

Please provide a breakdown of the approximate number of customer records for whom access are restricted to higher than normal, i.e. number of those whose records are protected for reasons of being elected representatives, members of the transgender community, victims of domestic violence etc.

Yours faithfully,

Katie Chan

Dear Katie Chan,

Freedom of Information Act 2000 Acknowledgement

Thank you for your communication of 9th January which has been passed to
HMRC's Freedom of Information Team.

We have allocated the above reference which you should quote if you need
to contact us.

The Team will arrange for a reply to be sent to you which will either
comply with HMRC's obligations under Freedom of Information Act or, if we
think it's an enquiry that we don't need to address under the terms of the
Act, let you know why. If it is the latter we will, if possible, pass it
on to a more appropriate part of the Department for answer.

Yours sincerely

Dear HM Revenue and Customs,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of HM Revenue and Customs's handling of my FOI request 'Special customer records breakdown'.

It is my understanding that the requested information was previously made available by HM Revenue and Customs in around 2010 after a freedom of information request from a third party around 2008 and subsequent reviews and successful appeal to the information commissioner. I do not believe or understand how obtaining that information will now exceed the FOIA cost limit.

I do not need a breakdown matching exactly to the examples given in the original query of "elected representatives, members of the transgender community, victims of domestic violence etc.", a breakdown corresponding to whatever categories are recorded on your system along with a basic summary of the reasons customers records would go into those categories would be sufficient. At a minimum, you should be able to provide the overall approximate number of customer records that fall under additional safeguards.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/s...

Yours faithfully,

Katie Chan

Officially, the request was refused. However, the appeal refusal contained an explanation of the refusal with the very information that was requested.....

The appeal was refused because they couldn't get you exact figures. They gave you estimates, under generic headings, which may, or may not, be accurate.

Which was all that was asked of in the first place - "breakdown of the approximate number". Anyway, I got what I wanted.
