Dear Sir,

Further to your recent request to North Wales Fire and Rescue Service
(NWFRS) made under the terms of the Freedom of Information Act regarding
reserve and training vehicles, please see the attached spreadsheet for the
response from NWFRS.

Please note that reserve and training vehicles are not based at one
location. They can be moved at any time and, therefore the overnight
location on our Fleet Management system is recorded as Llandudno Junction,
as this is where we control them from.

With regard to the appliance type, the Fleet Management system records
these the vehicles simply as “APPLIANCE”.

NWFRS can confirm that it holds the information you have requested
regarding Vehicle Registration Numbers (VRNs); however, this information
is exempt under Section 24 (National Security) of the Freedom of
Information Act and is, therefore, being withheld.

Members of the public will appreciate that, as an emergency service, NWFRS
must ensure that certain information relating to details of its appliances
or other sensitive operational intelligence is appropriately protected.
Releasing information such as VRNs may have wider implications that must
be considered, i.e. disclosing certain information may prejudice the
ability of NWFRS to maintain its own and national security. The Service
believes that maintaining security and ensuring public safety in a
national and local context takes precedence over releasing certain
information.

NWFRS accepts that this type of information is of interest to members of
the public but believes that it is not in the greater public interest to
release VRNs and, as a result, NWFRS has decided that the public interest
is better served by not disclosing this information.

In taking this decision NWFRS has taken note of the National Protective
Security Authority (NPSA) guidance on disclosure of sensitive information,
which states that national security is paramount and should be considered
carefully in any government or commercial decision to release or
disseminate information to the public.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original correspondence and should be addressed to:
