The Council has not answered my Freedom of Information request despite being required to do so by law as stated in your initial response (copies available here: http://www.whatdotheyknow.com/request/sp... )
The Council should now carry out an internal review of this matter.

It was refereed to the IOC. After referral Croydon Council provided the ICO with a response letter that was dated 17 February 2009 that had never been issued to me.
