Southeastern performance data

The request was partially successful.

Dear Department for Transport,

In response to the refusal of my first Freedom of Information act to get this data (DfT reference number P0013349), I am revising my request:

As per the franchise agreement with Southeastern, I am requesting the following data to cover the period from the new direct award (Year 1, Period 8 - 2014/15) to the current time (Year 2, Period 12 - 2015/2016). The pages of the redacted franchise agreement are noted to help clarify my request:

1. Cancellation Benchmarks (pages 250-251):

(a) For each period, do you have the final data, or do you have the provisional data from Southeastern
(a) (i) For each period that you have final data, please provide the variance in percentage terms (either absolute or relative - please specify which you use) between the provisional data and the actual final data
(a) (ii) For each period that please provide the date the first piece of provisional data was received by the DfT, and dates of any subsequent data receipts up to and including the date when final data was received by the DFT

(b) For each period with final data, please specify whether or not Southeastern met their requirements for this benchmark as required by the franchise agreement. If you are able to say if it was met with five absolute percentage points, ten absolute percentage points or more, then this would be helpful. However if not, then for this request a 'met' or 'not met' is sufficient

2. Capacity Benchmarks (page 253):

(a) For each period, do you have the final data, or do you have the provisional data from Southeastern
(a) (i) For each period that you have final data, please provide the variance in percentage terms (either absolute or relative - please specify which you use) between the provisional data and the actual final data
(a) (ii) For each period that please provide the date the first piece of provisional data was received by the DfT, and dates of any subsequent data receipts up to and including the date when final data was received by the DFT

3.TOC Minute Delay Benchmarks and Annual TOC Minute Delay Benchmarks (page 254):

(a) (ii) For each period that please provide the date the first piece of provisional data was received by the DfT, and dates of any subsequent data receipts up to and including the date when final data was received by the DFT

(b) For each period with final data, please specify whether or not Southeastern met their requirements for this benchmark as required by the franchise agreement. As I understand it this data should have been reported to the Secretary of State for each reporting period, and as such am requesting this FOI data from the DfT
