I am writing to request an internal review of University of Southampton's handling of my FOI request 'Southampton Bm6'.

Thank you for providing details of how I may access the information I requested. However, as I initially made clear, my circumstances mean that this means of access isn't straightforward for me.

Thank you for providing details of how I may, upon payment, access the information I requested. However, I believe that this is not 'reasonably accessible'.
I note that ICO guidance states, "There will be some cases where the fact that there is a charge for information may mean that it is not reasonably accessible to the applicant. For instance, a public authority may be asked for information contained in its annual report. It is unlikely to be reasonable to require the applicant to purchase a copy of the report if the request is only for a small amount of the information contained in it."
As you may agree, such a case applies here and so I am requesting that you review your decision.

This being so, I would like to request an internal review, considering whether this information could be provided to me via another means — ideally, electronically. This adheres to guidance from the ICO who say that Section 21 is one of the few exemptions where an authority may consider the requester's personal circumstances when applying it (see https://ico.org.uk/media/for-organisatio...).

explained why your circumstances mean that the means of access that has
been suggested is not straightforward for you.

 

Under the circumstances, we cannot uphold your contention that the
information is not reasonably accessible. If you are not content with this
outcome, you have the right to apply directly to the Information
Commissioner in writing (FOI/EIR Complaints Resolution, Information
Commissioner's Office, Wycliffe House, Water Lane, Wilmslow, Cheshire SK9
5AF) or [2]electronically for a decision whether, in any specified
