This is to clarify our response and your further query, Mr Sittampalam,
which we should have done at the time of sending the redacted electronic
folders to you:-
The redactions that the Council has made fall under two sections of the
Freedom of Information Act 2000 - those which deal specifically with
commercial interests are exempted under section 43(2) and those which
deal with personal data of staff mentioned in the contract are exempted
underr sectin 40(2).

Dear FOI-advice,
Thanks for your email. On a cursory inspection, quite a large number of entire schedules are missing from the release, along with various other individual documents (e.g. appendix 1 of schedule 25) or sections of documents (e.g. schedule 29 annexe B) without any markings to indicate why or there being obvious commercial confidentiality issues. I've read section 23 which lists things that SouthWestOne considers confidential, but much of the missing material does not appear to be listed there.
Could you therefore provide a more detailed explanation for why the missing information is covered by s43(2) and why it is not in the public interest to release it? The ICO has some guidance on writing refusal notices here: http://www.ico.gov.uk/upload/documents/l...

I am writing to request an internal review of Taunton Deane Borough Council's handling of my FOI request 'South West One contracts'.
As previously detailed in my email of 30th March, a large amount of information seems to be missing and you have not provided a proper refusal notice. Given the lack of a proper explanation which I could consider and challenge in detail, I would also like a full review of your application of s43(2).

Attached is Taunton Deane Borough Council's response to your request under
the Freedom of Information Act 2000.
Following your request (shown in your email below) we have attached
further documents as requested, and the Officer who prepared the documents
that were originally sent out to you has asked that we extend our sincere
apologies to you for our error, in not including the documents attached to
this email with that original response to your original FOI request.
As requested, we have reviewed our application of the exemption under
Section 43(2) of the Freedom of Information Act 2000, and confirm that our
response remains as stated in our previous email dated 29.3.2011 ... the
redactions that the Council has made fall under two sections of the
