Source of Household Projections for Enfield up to 2032

Dear Enfield Council,

In a letter to Sir William McKee at the Outer London Commission, dated 11 September 2015, Joanne Woodward stated the following:-

"Enfield's population has grown rapidly in the past decade and presently stands at 324,000 people and 129,000 households ... Projections show that by 2032 the population will rise to over 358,000 and the number of households to 169,000,"

I recognise the population growth figure as broadly consistent with the GLA BPO population projections contained on the council's website. However, I cannot find a source for the household projections. It is on the face of it surprising that the council is expecting a bigger increase in the number of households than in the population. While all available GLA projections suggest a fall in average household size in the coming years, none of them suggest anything like the fall implied by the household and population projections in Ms Woodward's letter.

Could you please give the source and derivation for the source of the 169,000 figure for households in 2032? (Assuming that it was not a typo...)

Dear Enfield Council,

Although I received a substantive reply by e-mail from Joanne Woodward on 28th January, nothing has been placed on the What Do They Know website. This also happened with another request of mine, relating to Grovelands (FOI 18466/15) though not with my only other request to LBE.

Something seems to be going wrong here. For that reason and that reason only I am requesting an internal review.

For the information of others, this is what I was sent, minus the usual stuff about following up.
"Dear Mr Clary.

Thank you for your Freedom of Information request requesting information about the source and derivation for the source of the 169,000 figure for households in 2032. I apologise for the delay in responding to you and extending beyond the 20 day deadline.

The information you requested is as follows:

The household increase quoted in the Council’s response to the Outer London Commission last year was based on the ‘DCLG 2012-based Household Projections’.

Since then the Council has published a consultation document on the review of its Local Plan which explores the trends in population and household growth further, and discusses the range of potential growth in terms of both population and households. This can be viewed via the following link:

While I can now see that the source of the household projection was a rather old DCLG projection, it is totally inconsistent with the population figure quoted in the same letter, which comes from a later GLA projection (on a BPO basis). GLA estimates are described in the local plan documents to which the reply links as "more refined" and are those used for in the London plan, which makes it odd that they are not preferred for all documents sent to the Outer London Commission, whose remit is (part of) London planning! And for the local plan consultation documents themselves.
