The request was successful.

Dear Driver and Vehicle Licensing Agency,

Please could you explain to me:

1. The process my which solictors and solictors firms are allowed automated access to the DVLA vehicle record inquiry system, and
2. In what circumstances it is legally acceptable for solicitors to interrogate the system looking for the details of a car's registered owner.

Yours faithfully,

Matthew Davis

Good morning,

Thank you for your email regarding access to DVLA data from firms of
solicitors

Please note, this enquiry is being dealt with as business as usual and not
as a Freedom of Information request.

Guidance on the release of information and reasons permitted for the
release of information to organisations such as solicitors can be found on
the following website...

[1]http://www.direct.gov.uk/en/Motoring/Own...

Those organisations who submit a high volume of requests and wish to do so
electronically must serve a mandatory six month probationary period making
manual requests only. During this period their behaviour in the use of the
data is monitored. Strict contractual terms detail when information may be
requested and how it can be used. It should be noted that an electronic
link is a means of requesting and receiving information; no organisation
has unfettered access to the DVLA’s vehicle records. All companies who
request DVLA data electronically must be a member of a relevant Accredited
Trade Association (ATA).

I hope this helps to answer your query.

If you have any further questions, please submit them either via the
DVLA’s website or in writing.

Kind regards
