FREEDOM OF INFORMATION ACT REQUEST
I refer to your Freedom of Information request in relation to Software.
Right of Access
Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.
(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and
(b) if that is the case, to have that information communicated to him.
The right is to obtain access to the information itself and not to the
document or record which contains it.
The Act creates a general right of access to information held by public
authorities subject to various exemptions.
Northumberland County Council confirms that it holds the information you
have requested, please see the following information in response.
Q.1 What Software Systems are currently used by the Council for Planning,

MSSQL and, increasingly PostgreSQL (open source)
ESRI mapping products, perhaps slowly increasing use of QGIS (open
source)

Public Access system - Idox
Arc reader - GIS Constraints
MS Access
Office 365 Suite
Public Protection (Env. Health & Licensing):
Civica, including CFRMIS (Community Fire Risk Management Information
System);
Hydra, MapInfo and CadCorp.
Q.2 When does each contract expire?
Planning:
IDOX - Uniform etc. - 1 year renewal being put in place so maintenance
contract will expire 31st March 2022.
ESRI - 16th Feb 2022
Public Protection: 31st March 2021
Q.3 Do you have any planned upgrades of the software? If so, when?
A.3 Information Services: Yes, currently.
Public Protection: No planned upgrades at present
Q.4 How much does each system cost annually?
Planning:
IDOX Uniform - £37,173.44
ESRI - £61,000
Public Protection: 2021/22 new annual cost - £30,980.76
Q.5 Are you planning to go to market for a different Software System? If
so, when?
A.5 Information Services: No immediate plans.
Public Protection: No
Q.6 How many users / licenses of the system do you have at the council?
A.6 Information Services: 100 licences for Uniform, expiring 31.05.2021
Public Protection: 50 Licences for EH & Licensing but approximately 80
users
